Constituent Wins: Working for You in the Allegheny Valley

When I was elected in 2018, opening a District Office in the Allegheny Valley was a top priority—and I’m proud to say we made that goal a reality with our office at 1826 Union Avenue, located in the Heights Plaza in Natrona Heights. This location was not only convenient for the community, but also sent a signal that development in the plaza was important.

Since we opened our doors in 2021, I’ve had the pleasure of hearing from many constituents who appreciate the dedication and helpfulness of my staff. One message I received this week truly stood out, and I’d like to share it with you because it reflects our mission statement perfectly:

Dear Senator Williams,

In the past couple of months, I have had several interactions with the staff at the office in Natrona Heights. Every one of them were extremely friendly, knowledgeable and, most of all, helpful. And all deserve a huge kudos for their treatment of the public… in particular senior citizens who, sometimes, have a difficult time with how fast technology is passing us up. The staff all ‘go the extra mile’ and it is very much appreciated.

And, the newsletter is full of useful info… thank you.

We’re your community resource—so stop by my district offices, or join us during our monthly office hours at the Kingsley Association. We look forward to serving you!

East Deer Summer Celebration

East Deer Summer Celebration

Last weekend our intern Emily joined us for some fun in the sun at East Deer’s Summer Celebration. We heard constituents' concerns about motorcycle safety, consumer protection, fire department funding, and more. Thank you to the organizers of this banner celebration. It is always a big hit with the community and a great opportunity for our office to meet people where they are!

Shop with a Cop

On Saturday, I joined officers from across the North Hills for Shop with a Cop, an annual tradition that brings together local students and police departments for a morning of back-to-school shopping at the Ross Park Mall Macy’s. Rep. Emily Kinkead and I provided each student with a new backpack full of supplies to start their school year off right.

I love seeing the students pick out their new school wardrobes and get excited for a new year of possibilities. I want to wish all of our D38 students a great 2025-26 school year!

Conservation Efforts Close to Home and Across the World

Conservation Efforts Close to Home and Across the World

On Thursday, I joined the Pennsylvania Game Commission for a very different view of the National Aviary. Aviary staff presented on global bird conservation efforts that they are participating in, highlighting project wins happening here and across the world.

One such win was getting a little peek at a baby Guam Kingfisher. Nearly extinct, this baby is one of less than 200 birds of its species left worldwide. If all goes well, they soon may be breeding in the wild for the first time in 40 years.

You can read more about their remarkable comeback here: Biologists Rejoice as Extremely Rare Guam Kingfishers Lay Their First Wild Eggs in Nearly 40 Years

Legislative Update

I travel the Pennsylvania Turnpike a lot. That means I am a frequent visitor at Turnpike rest stops, all of which are managed by Applegreen, a multinational corporation.

Recently, Applegreen announced that it was slashing employee pay from $14 to $11 per hour, and implementing a tip system, with the expectation that travelers can make up the reduction in pay.

This form of corporate welfare, where drivers will subsidize lowered wages, is a new low. This is not an opportunity for workers to make more money. It is a blatant corporate cash grab that deprives working people of a stable wage.

I was glad to join my Senate Democratic colleagues in urging Applegate CEO Bob Etchingham and the Turnpike Commissioners to rescind this policy and pay Turnpike rest stop workers a fair, predictable wage for the work they do every day.

Rabies and Raccoons

ACHD - Mosquito and Rabid Raccoon Control

We all love to be outdoors in the summertime, but there are a couple of critters that are a hazard to human health that the Allegheny County Health Department (ACHD) is working hard to control. We can do our part by following some simple tips and steering clear of bait drops. Let’s all stay safe and enjoy what is left of the summer!

West Nile Virus and Mosquitos

ACHD has sprayed 10 neighborhoods in the County since late July after finding mosquitos carrying West Nile virus. These sprays are not harmful to humans or animals. Unfortunately, the first human case of West Nile virus this year was reported on Monday in Plum Borough.

Luckily,  between 70 and 80 percent of people who become infected with West Nile virus do not develop symptoms and are not impacted, according to the Centers for Disease Control (CDC). However, approximately 20 percent of those who become infected will develop a fever with other symptoms such as headache, body aches, joint pains, vomiting, diarrhea, or rash.

To protect yourself and your family, ACHD recommends the following precautions:

  • Remove standing water around your property
  • Install screens on open windows and doors
  • Use insect repellent on exposed skin, especially at dawn and dusk when mosquitoes are most active. *When used as directed, insect repellent is the best way to protect from mosquito bites.

Complaints regarding properties with stagnant water can be reported here.

For more information on West Nile virus go to: https://www.cdc.gov/west-nile-virus/.

Rabies and Raccoons

ACHD and the U.S. Department of Agriculture will hold their annual rabies vaccination distribution program from August 15 - September 20, 2025 this year.

While the risk of adverse effects to humans and animals from exposure to the vaccine is minimal, it's best to avoid contact with the bait. ACHD is asking the public to keep their dogs indoors, on a leash, or confined to their property as much as possible during vaccine baiting and the week after.

A vaccine is a blister packet coated in fishmeal or a vanilla flavored, waxy substance. The scent attracts the raccoons to eat the bait and vaccine, resulting in the development of antibodies to the rabies virus. The vaccine cannot cause rabies.

Health Department staff and volunteers will distribute more than 300,000 baits in all 130 Allegheny County municipalities. Bait will be spread by hand August 18th through August 22nd. Aircraft, including helicopters and fixed-wing airplanes, will distribute bait until September 20th. Residents might see low-flying, slow-moving aircraft pass over the same area multiple times.
