Proposed Discharge of Dredged or Fill Material to the North Platte River (Pick Bridge Boat Ramp)

The Wyoming Department of Environmental Quality (WDEQ) has received a request from the Wyoming Game and Fish Department for State certification of U.S. Army Corps of Engineers (USACE) Regional General Permit 199222002 Version 7 (RGP 9202-07), for the discharge of dredged or fill material to the North Platte River near Saratoga, Wyoming. The purpose of the project is to relocate and improve conditions of an existing boat ramp. This segment of the North Platte River designated Class 1 where point source discharges are prohibited except for storm water and construction related discharges. This certification will require meeting the provisions in Chapter 1, Section 7(b) of the WDEQ Water Quality Rules and Regulations, which allows these discharges under certain circumstances. Proposed activities include constructing the boat ramp with a “Flexamat” base and constructing a bankfull bench and rock rip-rap to protect the riverbank and boat ramp edges.  To do this, approximately 35 cubic yards (CY) of alluvial material and boulders will be removed and re-distributed to construct features. It is estimated that 0.1 acres of wetlands will be permanently impacted but will be offset with the creation of 0.5 acres of new wetlands following construction completion.
