FAIR Expands Its Impact by Adding Litigation and Investigations Divisions |
IRLI integration creates ‘a unique opportunity’ |
WASHINGTON—The Federation for American Immigration Reform (FAIR), the nation’s oldest and most influential immigration reform organization, has further increased its scope and impact by adding two new programmatic divisions that include litigation and investigations.
For years FAIR has defended American interests through litigation and investigations via its supporting organization, the Immigration Reform Law Institute (IRLI). FAIR is excited to announce that it has now integrated IRLI’s litigation and investigations programs into its core operations, forming the nation’s most advanced and focused litigation team dedicated exclusively to challenging illegal and harmful immigration policies while vigorously defending America First principles in the courts and establishing the nation’s premier watchdog team exposing actions at all levels of government that undermine compliance with immigration laws.
While FAIR staff advised the new administration in crafting a comprehensive national immigration policy, there is an urgent need to defend those policies in the nation’s courts. A powerful anti-American faction—backed by influential political and media elites—is actively working to undermine this agenda through frivolous lawsuits, sanctuary policies, bureaucratic obstruction, and other subversive tactics. To date, these activists have filed 99 immigration-related lawsuits challenging the administration’s policies.
Through our litigation division, FAIR is actively defending the administration’s America First policies in courts nationwide. So far this year, we have filed more than 50 briefs across multiple jurisdictions—and we are winning significant victories. As we progress through the remainder of 2025 and into the future, FAIR remains steadfast in its commitment to uphold these pro-American policies against a well-funded and determined opposition.
“We face the herculean task of fixing years of catastrophic damage inflicted on our communities through irresponsible, destructive immigration policies. We cannot overstate the scope and magnitude of what must be accomplished at this critical juncture in our nation’s history. With so much at stake, we cannot take our foot off the pedal,” said Dale L. Wilcox, FAIR’s executive director and general counsel. “We have a unique opportunity to bring about fundamental changes to our immigration policies that endure beyond the current administration. Bringing together the resources and expertise of FAIR and IRLI will help achieve these goals.”
Moving forward, FAIR will be guided by four pillars that advance the objective of immigration policies that truly serve the national interest: -
Litigation. FAIR’s legal team will continue to fight in the courts to challenge unlawful stand-downs in federal immigration enforcement or refusals by state/local officials to cooperate with federal authorities; file lawsuits against agencies and other entities that harm Americans by weakening our immigration laws; ensure that federal regulations protect the interests of American workers; and submit briefs in key cases shaping proper interpretation of immigration law.
- Legislation. FAIR will remain an essential partner in guiding lawmakers toward the passage of responsible immigration legislation at the federal, state and local levels. FAIR will work with federal, state and local lawmakers to draft constitutionally sound legislation and provide testimony before legislative bodies.

Investigations. Guided by a commitment to put American interests first, FAIR will employ traditional investigative methods alongside public records requests to expose actions at all levels of government that undermine compliance with immigration laws; obtain relevant immigration-related program information and scrutinize it to find immigration-related malfeasance and other types of wrongdoing; and file requests for investigations with government agencies empowered to investigate and punish unlawful activity.
- Education. Educating the public is FAIR’s broadest mission, which it accomplishes through the publication and dissemination of original research; providing expertise to print, broadcast and online media; publication of opinion pieces in leading print and online journals; and through our social media platforms which reach millions of people.
