Skagit County to Host Open Houses on Draft 2025 Hazard Mitigation Plan
The Skagit County Department of Emergency Management (DEM) and its partners will host several open house opportunities throughout Skagit County to take public input on proposed mitigation actions to be included in the 2025 Hazard Mitigation Plan. The proposed actions are to reduce risks associated with various hazards across the county. The public is encouraged to participate to ensure the plan accurately reflects the priorities of our citizens. DEM previously opened a survey from July through mid-August to solicit initial input on the content of the draft plan, including the community’s priorities on how DEM plans for natural disasters and hazards in our area.
DEM open houses will include staff from Skagit County and area partners, and the first six are scheduled for the following dates and locations:

The Skagit County Hazard Mitigation Plan identifies natural disaster risks and vulnerabilities in our jurisdiction and states the County’s long-term strategies for protecting people and property from those disasters. All citizens and businesses of Skagit County are the ultimate beneficiaries of a hazard mitigation plan as it reduces risk for those who live, work, and visit the county. The plan provides a viable planning framework for all foreseeable natural hazards that may impact the county. The resources and background information in the plan are applicable countywide, and the plan’s goals and recommendations can lay groundwork for the development and implementation of local mitigation activities and partnerships.
The Federal Emergency Management Agency (FEMA) requires local jurisdictions to have an adopted hazard mitigation plan, and to update the plan every five years, for the jurisdiction to be eligible for certain types of non-emergency disaster assistance, including funds for mitigation projects. The most recent hazard mitigation plan was adopted via Resolution #R20200082 by the Board of County Commissioners on May 18, 2020. The current Hazard Mitigation Plan contributed to the County’s ability to be eligible for a $1 million community development block grant, which is being used for improvements to the Concrete Community Center, and various hazard mitigation grants to be used for plan updates and property mitigation efforts including FEMA property buyouts and home elevation projects.
