Dear John,
Parliament may be in recess, but the Liberal Democrats have been as busy as
always this summer - we’ve been making headlines with new research on the
country’s problems and unveiling new policies to solve them.
Read below for just some of our summer stories and what we’ve been working
on: 🔽

Protecting the vulnerable in yet another heatwave
With extreme weather becoming increasingly common, we need urgent action to
protect lives and our NHS.
That’s why we’ve called on the Government to create new community cooling hubs
such as gyms, leisure centres, and libraries to provide relief from extreme
heat.
This must go alongside other measures, such as providing free insulation and
heat pumps for low income households, so they can keep their homes cool in
summer and warm in winter.

We also need to urgently heatproof the NHS and care system - our research
shows that almost 500 people died in care homes and over 470 died in hospitals
from excessive heat last year.

It’s shocking that heat is killing people in the places they should be safest.
We’re calling for air conditioning or cooling heat pumps to be a legal
requirement in care homes and for an NHS taskforce to be set up to provide cool
wards in hospitals to prevent further unnecessary deaths.
As heatwaves become more common, we must continue to take global warming
seriously, tackling emissions and adapting to higher temperatures. While the
Conservatives and Reform call for abandoning our climate commitments, we must
re-double our efforts to tackle the climate emergency.

Protecting swimmers from sewage
Our astonishing new poll shows 44% of people say they would never swim in the
sea during the summer - up six-percentage points in two years - even if the
Government meets its target to halve sewage spills by 2030.

Clearly, the Government isn’t doing enough to end this crisis.
Although they announced plans to abolish Ofwat in July, we need assurances
the new regulator will have real teeth to stop water companies dumping sewage,
including through higher fines and holding them criminally responsible.
Only then can we end this scandal and restore trust in our waters.

Seizing the moment on Europe
This month, Ed Davey wrote about a new approach to relations with our European
neighbours in The Guardian.
Ed had a clear message for Keir Starmer - with people feeling the terrible
damage done by the Conservatives’ botched Brexit deal and with faith in
politics at an all-time low, now’s the time to change course.
Ed called for bolder action to turbocharge our economy, including negotiating
a new customs union with the EU, setting us on a path back to the Single Market.

Ending the suffering in Gaza and the West Bank
We have continued to call on the UK Government to do more to stop the
suffering in Gaza and work to secure a renewed ceasefire.
This has included calling for Israeli Prime Minister Benjamin Netanyahu to be
sanctioned for his expansion of military operations and his refusal to allow a
comprehensive reopening of aid routes into Gaza.
We have also stressed the need for the UK Government to apply all the
pressure it can on the Hamas terrorists to unconditionally and immediately
release the remaining Israeli hostages.
Only a ceasefire, not expanded military action, can bring the devastation in
Gaza to an end - and is essential for moving towards the realisation of a
two-state solution which would offer peace, dignity and security for both
Palestinians and Israelis.

Saving ambulance services
With emergency healthcare services stretched, our Freedom of Information
request found that2.7 million people made their own way to A&E last year,
rather than waiting for an ambulance - an increase of 340,000, or 14%, since
2019. Over a quarter of a million of these people needed very urgent medical
attention.
As wait times for ambulances spiral, people are losing faith they’ll get the
rapid care they need, putting millions at risk.
We’ve proposed a new emergency fund for ambulance trusts to reopen community
ambulance stations and to launch a campaign to recruit, train, and retain
paramedics and ambulance staff.

Ending scam YouTube ads
Online platforms like YouTube are now more watched than almost any traditional
broadcaster. But unlike broadcast TV and Radio, ads on YouTube are not vetted,
leading to misleading and harmful scam ads.
These include ads for things like diet pills with bogus research or fake
celebrity endorsements, posing a risk to consumers online, especially young
people.
To combat this, YouTube ads should be screened for potentially harmful
content before they go live, just like all ads on TV and Radio are, and the
media regulator Ofcom should have more powers to issue fines.

Giving football back to the fans
The new Premier League season will have the highest number of games behind a
paywall in history - it could cost fans up to £660 a year to watch.
New polling commissioned by the Lib Dems shows that half of people believe
that Premier League subscription packages are poor value for money. With no
games set to be on a free-to-air platform, many fans will be forced to miss out
on the beautiful game.
That’s why we’re planning to introduce a ‘Free Football for Fans Bill’ when
Parliament returns in September, aiming to make at least 10 games per season
free-to-air - a similar previous Lib Dem Bill was voted down by Labour MPs.
