ADL&rsquo;s New Jewish Policy Index is Starting to Have an Impact

ADL launched an important new tool in the fight against antisemitism last week &mdash; the Jewish Policy Index (JPI). The JPI is a first-of-its-kind tool centered on an interactive U.S. map that shows how each state is responding to antisemitism through public policy.

The JPI was developed in response to a deeply concerning rise in antisemitic incidents &mdash; including 9,354 recorded by ADL in 2024 alone. It evaluates whether states have adopted legal frameworks and tools to combat antisemitism, such as Holocaust-education mandates and security grants that help protect synagogues and other institutions. This is all rooted in clear-eyed nonpartisan policy analysis, not politics. There are red states, blue states and purple states among the top performers, and among those that have a longer way to go.

Background: Direct Action Movement for Palestinian Liberation: The Direct Action Movement for Palestinian Liberation (DAMPL) is a radical, far-left, anti-Zionist group known for engaging in violent and destructive &ldquo;direct actions&rdquo; against institutions and individuals perceived as being connected to Israel. Last month, the group claimed responsibility for vandalizing the Massachusetts State House and lighting &ldquo;homemade thermites/flares on its gates.&rdquo; This week, authorities announced the arrest of a DAMPL activist in connection with the vandalism.

Vast Norwegian Government Fund&rsquo;s Discrimination on Israel: ADL and its JLens affiliate condemned Norway&rsquo;s Government Pension Fund Global (GPFG)&rsquo;s decision to divest from 11 Israeli companies as politically motivated, morally wrong and evidence of a discriminatory double standard. The criticism accompanies a JLens white paper:

&ldquo;Norway&rsquo;s Double Standards: How the World&rsquo;s Largest Sovereign Wealth Fund Targets Israel&rdquo;, which analyzed GPFG&rsquo;s $1.2 trillion equity portfolio and found that GPFG excluded Israeli companies for human rights issues at the highest rate of any country &mdash; far in excess of companies from China, Qatar and Türkiye, for example. In describing the findings, JLens Managing Director Ari Hoffnung asserted that &ldquo;Norway&rsquo;s &lsquo;ethical guidelines&rsquo; aren&rsquo;t about ethics &mdash; they&rsquo;re about singling out the Jewish state.&rdquo;

Educating Europe&rsquo;s Jewish Students: European Jewish college students are facing a similar environment to U.S. students; since 10/7, they have faced hateful protests from their peers and inconsistent support from university administrators. That&rsquo;s why we&rsquo;ve been presenting our flagship &ldquo;Words to Action: Empowering Jewish Students to Respond to Antisemitism&rdquo; program at the European Union of Jewish Students&rsquo; Summer University in Bulgaria, which brought together hundreds of students. At the conference, our Associate Director of European Affairs Dalia Grinfeld also discussed &ldquo;Fighting Antisemitism and Anti-Israel Bias in Artificial Intelligence,&rdquo;

MAKING PROGRESS WITH ADL

Supporting Students in Florida: This week at the Miami Dade School Board meeting, ADL was joined by United Teachers of Dade (one of the largest teacher&rsquo;s unions in the country) and the Miami Jewish Federation as School Board Member Danny Espino proposed a resolution supporting the inclusion of ADL resources on antisemitism and Holocaust education as part of the core curriculum. The resolution not only passed unanimously, but each Board Member became an impromptu co-sponsor. Since the ultimately unsuccessful NEA teacher&rsquo;s union proposal to cut ties with ADL, we have prioritized bringing together allies in the education world to show their support for our educational resources and
make sure they continue to be widely used to help students learn about fighting hate and bias. As

Espino said: &ldquo;I was proud to sponsor H-3, which supports the Anti-Defamation League&rsquo;s (ADL) educational resources on antisemitism and Holocaust education. We are grateful that an arrest was made in this case, where a woman reportedly issued a public call to attack Jewish children at a public high school in Brooklyn. Disgusted by the vandalism at the @israeliamerican HQ in LA. This is where we are: a Jewish nonprofit is defaced with slogans such as "F**k Jews" and the letters SS &mdash; a reference to the Nazis who perpetrated the Holocaust. Moreover, as of this writing, city, state and national leaders have said literally nothing. It's cowardly and shameful. Standing in solidarity with everyone at IAC.

We are concerned by reports that a man was harassed for wearing a Star of David necklace, a symbol which identifies him as Jewish, while at the beach in #NY with his family last week. Everyone should be able to enjoy the beach and display their religion without fear.
