But that’s not what we’ve gotten from President Trump and extreme conservatives, who have cancelled and withheld billions of dollars in previously-approved funding. They most recently revoked $9 billion for foreign aid, children's education and emergency weather alerts.

Now, with another budget deadline looming, Republicans refuse to guarantee they won’t do it again.

That’s a non-starter for Johnny O, he tells the Baltimore Sun.

Johnny won’t support any budget agreement that doesn’t explicitly prevent another betrayal – as even one Republican Senator called these clawbacks on the House floor.
