NOTICE OF VIRTUAL MEETING WITH
WYOMING COUNTIES & MUNICIPALITIES

Regarding: 2025 House Enrolled Act No. 59 - County and municipal roads on state lands-easements granted (HEA 59).
The Office of State Lands and Investments ("OSLI") invites all counties and municipalities to discuss the 2025 legislation, the easement application process, and action items required to secure the designated easements.

|
HEA 59 Provides:
- Perpetual easement for rights-of-way that cross any state trust land for county roads and municipal roads established before January 1, 2025;
- The Director of OSLI must:
- Provide the State Board of Land Commissioners ("SBLC") with a list of all county and municipal roads that cross state trust lands and the documents required to secure those easements (Deadline August 1, 2025);
- Promulgate or amend rules as necessary (Deadline: October 31, 2025); and
- Provide all counties and municipalities with a list of all county and municipal roads that qualify for the perpetual easements (Deadline: October 31, 2025).
- Counties and municipalities must submit complete documents to the OSLI Director and SBLC to secure these perpetual easements (Deadline: April 1, 2030).
