He was supposed to go to rehab. Instead, he was back on the streets.

Homeless Man Attacks Tourist,

Then Accidentally Walks Free from Jail

Back in April, a tourist jogging in downtown Dallas was punched in the face by a homeless man in broad daylight. The attacker, Kevin Dewayne Simmons, had a long rap sheet filled with violence, drug use, and untreated mental illness. He was arrested, denied a no-cash bond, and spent months in jail awaiting sentencing. In July, a judge finally sentenced him to probation and ordered him into a residential rehab facility. But the plan fell apart, because the jail let him go.

Due to a clerical error, Simmons’ case was mistakenly marked as dismissed. Instead of being transferred to treatment, he was quietly released. It wasn’t until days later that police spotted him near the West End and re-arrested him without incident. County officials blamed the mistake on “human error,” and the DA’s office admitted there’s no state funding for court-ordered residential treatment for misdemeanor cases. So the judge ordered a remedy that doesn’t even exist, and the system pretended it had done its job.

This would be bad enough on its own, but it’s part of a bigger pattern. Complaints about homeless encampments in Dallas have risen 45% since 2021, with over 11,000 reports last year alone. Fires, trespassing, and violence are becoming the norm near these camps, and city officials are still calling it a housing problem. But when even our “solutions” are unfunded PR gestures, the public is left unprotected. This isn’t a housing crisis, it’s a failure of leadership.

Violent Criminals Keep Slipping Through the Cracks

Executive Director of Keep Dallas Safe, Mark Lutchman, addresses a disturbing pattern in Dallas: violent criminals committing heinous acts, receiving soft punishments, and walking free, only to strike again.

This cycle has to end. We need real consequences, and we must ensure dangerous offenders are held fully accountable before more innocent people get hurt.

Tracking Illegal Camps:

District 2

Councilman Jesse Moreno

"Parking Lot Camp"

Tents and trash now fill a Maple Ave parking lot, just steps away from the Dallas Housing Authority building across the street. You can’t make this up. How is it that we have entire agencies funded to solve homelessness, and this is still the reality? Councilmember Jesse Moreno, are you okay with this being the view from your housing office’s front door?

District 6

Councilwoman Laura Cadena

"Billboards and Bedrolls"

Just off Denton Drive in District 6, tents are scattered along the grass beneath the DART rail line, a stone’s throw from freeway traffic. No protection, no dignity, just neglect on display. Councilmember Laura Cadena, what’s the plan to get these residents off the roadside and into real shelter?

District 2

Councilman Jesse Moreno

"Tarp City Under I-30"

This massive encampment under the I-30 overpass is a full-blown settlement. Tents, tarps, makeshift carts, shopping buggies, trash piles, pallets, mattresses, all just yards from passing traffic. This is what unmanaged homelessness looks like in District 2. Councilman Jesse Moreno, how is this still here after so many years?

Mission Statement:

Keep Dallas Safe exists to address crime and homelessness in Dallas with the goal of transforming Dallas into the safest large city in Texas for residents and businesses. We aim to have a City Council that prioritizes crime rate which directly determines the quality of life in Dallas. We do this by fighting against the "defund the police" movement, holding accountable our city leaders' efforts towards lowering district crime rates, and highlighting our city's homelessness problems by pushing for enforcement of the prohibition of urban camping.
