Even when we’ve changed the zoning to make it easier to build new family-sized homes in our cities, long permitting delays still get in the way. These delays drive up the cost of housing. They even slow down rebuilding from wildfires.

AB 253 will speed up the approval process for new homes by allowing builders to hire a licensed and certified third-party expert who can review and approve housing permits. The bill kicks in when local governments take too long to complete their permit reviews.
We’ve heard stories about the impact of these permit delays from people who are trying to solve our state’s housing crisis. One person told us that “A five-story condominium project with affordable inclusionary units (designed by one of the best housing architects in the Bay Area) was held up in building plan check for EIGHTEEN MONTHS and jeopardized the project’s financing because of unnecessary delays.”
These stories are all too common. And they also impact efforts to rebuild from the wildfires that struck Southern California earlier this year. One report from NBC LA found that local governments were still slow to issue permits to residents looking to rebuild their homes.
Speaker Robert Rivas included AB 253 in his fire recovery package, a recognition of how important this bill is. It passed the Assembly without any votes against it – but we cannot take anything for granted in the State Senate. We need your help right now to build support for AB 253. Can we count on you?
