In Memory of John F. Hoover (1941–2025)

Dear John,

It is with deep sadness that we share the passing of former Madison councilman John Francis Hoover, a devoted civic leader and public servant, who died peacefully at his home in Madison on Monday, August 4, 2025, at the age of 83.

John’s decades of leadership and volunteerism helped shape Madison into the community we know today. Since moving here nearly 25 years ago, John immersed himself in public service, championing good governance, transparency, and quality of life for residents of all ages. He served on the Downtown Development Commission, the Economic Revitalization Committee, the Board of Education Budget Advisory Committee, and the Borough’s Strategic Planning Operations Committee, where he helped develop Madison’s municipal website, rosenet.org.

John was a passionate advocate for older adults, chairing the Senior Citizens Advisory Committee and serving as Vice President of the Tri-Town 55+ Coalition, where he worked to expand housing, transportation, and wellness services for seniors. He also contributed to the Madison Mayor’s Wellness Campaign, supported substance abuse prevention through the Madison Chatham Coalition, and participated in environmental efforts with the Whippany River Watershed Action Committee. A dedicated Madison Rotary Club leader, John embodied the motto “service above self.” He developed the Friends of Rotary program, chaired multiple committees, and helped lead the club’s impactful fundraising campaigns. His mentorship of high school students through Rotary and his work with the YMCA Togetherhood Committee reflected his deep commitment to youth and community connection.

John also brought a lifetime of public and private sector leadership experience, including a career in financial services and earlier volunteer roles in San Francisco with organizations such as the Red Cross, United Way, and the Family Service Agency.

John’s dedication to civic engagement, his principled leadership, and his tireless commitment to building a stronger, more inclusive Madison leave a lasting legacy. He was a trusted voice, a tireless volunteer, and a friend to all who shared his belief in community as a force for good.
