Email from Wisconsin Institute for Law & Liberty WILL Equips Parents with New Tools for School Year Following a landmark U.S. Supreme Court decision, WILL released a new model school board policy and additional tools to equip parents, teachers, and school administrators across the country to protect the fundamental right of families to raise their children. This comes after the SCOTUS ruling in Mahmoud v. Taylor, which confirmed that public schools must accommodate religious objections to curriculum that contradicts values and teachings at home. As the 2025-2026 school year approaches, WILL offers new resources to equip parents and help school districts comply with SCOTUS, including: Model Opt-Out School Board Policy Legal FAQ Explainer on Mahmoud Parent Opt-Out Form Template Notice Letter for Teachers WILL Education Counsel, Cory Brewer, stated, “As students head back to school, our new model policy and resources will empower parents to stand up for their rights and will equip school leaders to comply with new Supreme Court precedent. Listen Today WILL to DPI: Fix Flawed School Report Cards Today, WILL submitted recommendations to the Department of Public Instruction (DPI), urging an overhaul of the state’s school report card standards. Our analysis highlights DPI’s track record of inflating ratings that masks a decades-long stagnation in student achievement. We exposed significant flaws in the current reporting system where schools and districts appear to perform above average: One Wisconsin school with only 4.1% ELA proficiency was rated “Exceeds Expectations" by DPI. 18 schools statewide received an “Exceeds Expectations” rating despite less than 25% ELA proficiency. WILL recommends that DPI adopt a new approach that is both accurate and transparent, including to: Adopt More Rigorous Cut Points: The new rating scale must align with actual student proficiency to eliminate grade inflation and provide an accurate picture of performance. Reform the Economic Status Sliding Scale: The current formula is too generous and overcompensates for poverty. While DPI is limited by law in this area, they can make other changes to the report card to compensate. Families across Wisconsin deserve a report card that is clear, accurate, and consistent. By working with WILL to best support students and families, DPI has an opportunity to restore that trust. Read More One Big Beautiful K-12 Tax Credit?Only if Governor Evers Allows it A new federal tax credit program could unlock a new source of funding for Wisconsin students. Created under the "One Big Beautiful Bill," the program offers a federal tax credit of up to $1,700 for individuals who donate to Scholarship Granting Organizations (SGOs). These SGOs would provide scholarships for a wide range of educational expenses, including private school tuition, tutoring, and special education therapies for public school students. However, there's a catch. In a Milwaukee Journal Sentinel op-ed, WILL Research Director, Will Flanders, and Education Counsel, Cory Brewer, wrote that in order for Wisconsin families to benefit, the governor must opt the state in to participate.
