According to NPR, the new map could help Republicans achieve Donald Trump’s explicit goal of picking up five seats ahead of the 2026 midterms. And it does so by manipulating district lines to dilute the voting power of communities of color.

Republicans’ proposed Texas map carefully shuffled Latino voters in and out of districts to create the illusion of gain. While they added a new majority Latino seat, the number of seats statewide in which Latino communities can elect a candidate of their choice actually decreased.
The map redraws key districts from the Rio Grande Valley to Dallas to Houston. And it could force two popular Democratic incumbents in central Texas to run against one another.
It’s clear that Republicans in Texas are determined to follow the demands of Donald Trump and use this “highly unusual plan” — as described by The Hill — to further strengthen their grip on power in Texas and in Congress.
