End Unlawful Detentions — NNIRR Demands the Immediate Release of Catalina “Xóchitl” Santiago, a grassroots leader detained in El Paso.

The National Network for Immigrant and Refugee Rights (NNIRR) stands in firm solidarity with our partner, La Mujer Obrera, in demanding the immediate release of grassroots leader Catalina “Xochitl” Santiago, who is currently being unjustly held in ICE detention.

For over four decades, La Mujer Obrera has been at the forefront of the struggle for justice in El Paso, defending the human and labor rights of working-class women and children. From advocating for healthcare and education access to cultivating community gardens that address food and environmental injustice, their work is rooted in dignity, equity, and self-determination.

Now, one of La Mujer Obrera’s most respected young leaders is being held in ICE custody 

On Sunday, August 3rd, 2025, Catalina — a DACA recipient with lawful presence in the U.S. — was detained by ICE at El Paso International Airport while traveling to represent La Mujer Obrera at a professional conference. She was on her way to learn, build networks, and return with tools to uplift and support low-income women and children. Instead, she was unjustly pulled into a system that routinely criminalizes immigrant communities.

This is not an isolated incident. Catalina is part of a disturbing and growing trend where lawfully present immigrants are being detained without cause — a violation of their rights and a direct threat to community leadership.

Catalina is a pillar of her community — a gifted storyteller, a passionate advocate, and a tireless champion for women, elders, and children. She educates youth about plant medicine and environmental stewardship, cultivates community gardens, and sows knowledge, hope, and resilience wherever she goes. Her detention is not only unjust — it is a blatant abuse of power against those seeking and building justice in their communities.
