Tiffany is a nationally recognized grassroots leader who first rose to prominence as co-founder of Moms for Liberty, where she helped build a movement of over 325 chapters nationwide — empowering parents to fight back against left-wing indoctrination in schools. She has also served as a visiting fellow at The Heritage Foundation, leading the Parental Rights Initiative and advancing critical family-focused policies.
Now, Tiffany brings her proven leadership and passion to Heritage Action, working alongside President Kevin Roberts to transform conservative ideas and rigorous policy research into effective legislation that defends ordered liberty and strengthens self-governance.

Let’s Get a Move On
It’s more than six months into President Trump’s return to the White House and many key nominees remain waiting for Senate approval.
Here’s how the American people are feeling:
To effectively deliver on his agenda, it’s essential that the Senate steps on the gas and confirms these nominees without delay. This includes judges who will uphold the Constitution as written, rather than imposing personal policy preferences from the bench. The backlog continues to grow, and there is no excuse for these nominations to be blockaded. The Senate must act now so the President is enabled to deliver on his promises to the American people.
Six months into the administration, only 120 civilian nominees had been confirmed as of August 1st — just 43% of those reported out of committee. 158 more nominees are pending on the calendar, many awaiting confirmation to top roles in major federal agencies covering labor, education, agriculture, and key federal court positions.
For context:

By the end of August 2021, the Biden administration had confirmed 150 civilian nominees (75% of those reported to the full Senate).

By the end of August 2017, President Trump had confirmed 133 nominees (76% of those reported to the full Senate).
The Solution? Follow the Constitution:
Recess appointments are a constitutional tool granted to the President to temporarily fill Senate-confirmed positions during formal recesses lasting at least 10 days. These appointments let nominees begin serving immediately but expire at the end of the next congressional session unless confirmed by the Senate.
Historically, presidents — including George W. Bush in 2004 and Barack Obama in 2012 — used recess appointments to bypass Senate delays, and President Trump sought to do so in 2017 but was blocked by procedural shenanigans known as pro forma sessions. Senators should be doing all they can to confirm President Trump’s nominees. That means either stay in session to confirm nominees, or formally recess and permit the President to exercise his recess appointment powers.

Take Action: Protect Your Financial Privacy
A Central Bank Digital Currency (CBDC) would give the government unprecedented control over every aspect of Americans’ financial lives — tracking every transaction, monitoring what you buy, how much you spend, and even restricting your ability to use your own money. These digital currencies are programmable, traceable, and taxable. Communist China has already embraced a CBDC, serving as a stark warning of the dangers such control poses.
President Trump recognized this threat and issued an executive order banning the development of a CBDC. But executive orders can be reversed. To protect our financial freedoms permanently, Congress must act.
The House has already passed the Anti-CBDC Surveillance State Act (H.R. 1919) but it will struggle to get past Senate Democrats and the filibuster. That’s why Congress must ensure this critical legislation becomes law by including a CBDC ban in must-pass legislation like the National Defense Authorization Act (NDAA).

New Bills in the Conservative Movement
Heritage Action has been working around the clock to support conservatives in Congress as they continue combating malign influences on American soil. Here’s a rundown of some of the big-ticket items that Heritage Action has recently endorsed:
Revoking the NEA’s Congressional Charter:
In a resounding stand for parental rights and academic standards, Rep. Mark Harris (R-North Carolina) and Senator Marsha Blackburn (R-Tennessee) have introduced legislation to combat the destructive influence of the National Education Association (NEA). Their move comes as the NEA has continued to prioritize political activism over students’ academic progress.
This proposal would formally remove the NEA’s federal charter, granted in 1906. While not dismantling the union, the repeal would strip the NEA of its unique congressional stamp of approval, striking a devastating blow to the influence of woke politics on the education system.

Securing our Universities:
With the border now secured by the Trump administration, our attention should be turning to address other aspects of interior enforcement of immigration law, such as the abuse of student visas. While foreign nationals from hostile countries like China and Iran flooded across the border under the failed Biden administration, for decades, these same countries have used student visas to infiltrate America’s institutions of higher education. Thankfully, Senator Tuberville’s (R-Alabama) Student Visa Integrity Act would put an end to this <[link removed]>.
We have repeatedly seen Chinese students in particular steal intellectual property and serve as spies within our top institutions. This poses a direct threat to the United States, our schools, educators, and our students. We must put an end to this.
Designating the Muslim Brotherhood as a Terrorist Organization:
Senator Ted Cruz (R-Texas) introduced the Muslim Brotherhood Terrorist Designation Act of 2025 to formally designate the Muslim Brotherhood as a Foreign Terrorist Organization (FTO). This legislation <[link removed]> represents a long-overdue step to confront the threat of Islamic extremism.
The Muslim Brotherhood has a long history of promoting radical Islamist ideology. They fuel violence and provide ideological inspiration to vicious jihadist groups including Hamas and al-Qaeda — and they are freely operating in the U.S. If this bill is signed into law, it would empower law enforcement to cut off their terrorist funding networks, block affiliated individuals from entering the country, and dismantle their influence within American institutions.
