2025 CA Legislative Session is Well Underway
with AVFCA Supporting
many MAHA Health Rights Bills!
For the past decade, one of A Voice for Choice Advocacy’s core goals has been to earn recognition and respect among California state legislators and their staff as a professional grassroots organization championing health rights. Thanks to the dedication of our Legislative Team, AVFCA has achieved that goal - evident through strong legislative relationships, lawmakers authoring our sponsored bills, invitations to provide lead testimony, and meaningful visibility throughout the Capitol. This year, AVFCA has also seen a remarkable increase in collaboration requests from long-established, well-respected organizations in the Capitol - seeking our partnership, mentorship, and support - which reflects AVFCA’s growing presence and alignment with influential voices in the health rights space. It’s inspiring to see AVFCA’s impact growing as we continue our mission educate, advocate and empower people to know their Health Rights - aka to Make California Healthy Again!
Below are highlights of several key bills moving through the California State Legislature this year that AVFCA is proud to support - just a snapshot of our broader legislative efforts:
✔ SB-682 Environmental health: product safety: perfluoroalkyl and polyfluoroalkyl substances (Allen):
Starting January 1, 2030, this bill would ban the sale and distribution of certain products with intentionally added PFAS (e.g., cookware, cleaning products, dental floss, food packaging, ski wax). Before then, the Department of Toxic Substances Control could enforce compliance through testing, fines, and orders to halt illegal PFAS distribution.
✔ AB-1264 Pupil nutrition: ultraprocessed food (Gabriel):
Beginning July 1, 2035, this bill would require schools to eliminate certain harmful ultraprocessed foods and limit substances like artificial dyes, added sugars, and excess sodium, aligning with federal and state nutrition standards. Schools would also phase out these foods, conduct annual compliance reviews, and report on efforts to reduce unhealthy food consumption.
✔ SB-236 Cosmetics: chemical hair relaxers (Weber Pierson):
Starting January 1, 2030, the C.U.R.L. Act would ban the manufacture, sale, or distribution of hair relaxers containing harmful chemicals like formaldehyde, parabens, phthalates, and others. The Department of Toxic Substances Control would oversee enforcement by setting regulations, defining testing methods, and collecting compliance documentation from manufacturers.
✔ SB-754 Menstrual products: disposable tampons and pads: chemicals of concern (Durazo):
This bill would require tampon and pad manufacturers to report levels of hazardous chemicals like lead, arsenic, cadmium, and zinc by December 31, 2026, with more chemicals possibly added by 2027. The Department of Toxic Substances Control would set testing methods and publish health information to ensure transparency and public awareness.
