Contact Me Here Ending Birthright Citizenship for Illegal Aliens For too long, our nation has rewarded illegal entry with the ultimate prize, citizenship for the children of lawbreakers. This has created a dangerous incentive for illegal immigration and birth tourism, eroding both our laws and our sovereignty. The Constitutional Citizenship Clarification Act in the House of Representatives aims to put an end to the outdated and often exploited policy of birthright citizenship for the children of illegal aliens, foreign spies, and individuals here on diplomatic visas. The 14th Amendment was never intended to grant automatic citizenship to those who violate our borders. This legislation restores its true meaning by ensuring citizenship at birth is reserved for children born to U.S. citizens and lawful permanent residents. Working alongside Senator Tom Cotton, who introduced the Senate version of this bill, we’re taking bold steps to safeguard the integrity of American citizenship and reinforce the rule of law. READ MORE: GOP Lawmaker Introduces Bill to End Automatic Birthright Citizenship for Children of Illegal Aliens House GOP's Myth vs. Fact: Debunking Lies About the One Big Beautiful Bill MYTH: The One Big Beautiful Bill is “just a tax break for billionaires.” FACT: The One Big Beautiful Bill delivers the largest middle- and working-class tax cut in U.S. history. The President’s legislation will put more than $10,000 a year back in the pocket of a typical, hardworking American family. This is the most pro-growth, pro-worker, pro-family legislation ever crafted. MYTH: The One Big Beautiful Bill “leaves American workers behind.” FACT: This is the most pro-American worker bill in history. The One Big Beautiful Bill boosts pay for millions—and with no tax on tips or overtime, those working hourly or service jobs receive additional tax relief. MYTH: The One Big Beautiful Bill “hurts small businesses.” FACT: The One Big Beautiful Bill will make the TCJA tax cuts permanent, including the small business deduction—helping Main Street grow and hire. Failure to pass this legislation would have resulted in a $4 trillion tax hike. MYTH: The One Big Beautiful Bill “kicks American families off Medicaid.” FACT: The One Big Beautiful Bill protects and strengthens Medicaid for those who rely on it, specifically pregnant women, children, seniors, people with disabilities, and low-income families, while eliminating waste, fraud, and abuse. The One Big Beautiful Bill enforces work requirements and protects Medicaid for the truly vulnerable. MYTH: The One Big Beautiful Bill “cuts Medicare.” FACT: Medicare has not been touched in this bill. MYTH: The One Big Beautiful Bill “will close rural hospitals.” FACT: OBBBA makes a historic investment in rural healthcare. The Rural Health Transformation Program provides unprecedented new funding to states for a range of uses designed to make rural healthcare more effective and sustainable for the long term, including $50 billion in targeted funds for rural hospitals. Rural providers only receive 7% of all Medicaid hospital funding today. The bill refocuses federal priorities to ensure these providers have the resources they need. MYTH: The One Big Beautiful Bill “punishes vulnerable Americans with work requirements to receive their benefits.” FACT: Not true. The 20-hour weekly work requirement applies only to able-bodied adults without young children and promotes dignity, stability, and better health outcomes for families. The One Big Beautiful Bill restores the dignity of work with historically bipartisan work requirements for able-bodied Americans. We are implementing commonsense, bipartisan work, volunteer, education, or training requirements with broad bipartisan support. MYTH: “SNAP work requirements are unnecessary.” FACT: Only 28% of able-bodied adults on SNAP work. The mission of the program has failed. SNAP was intended to be temporary help for those who encounter tough times—we are strengthening this program to serve those who need it most. MYTH: The One Big Beautiful Bill “doesn’t actually end taxes on Social Security.” FACT: 88% of seniors will not be taxed on their Social Security benefits because of the new $6,000 tax deduction. MYTH: The One Big Beautiful Bill “increases the deficit.” FACT: The One Big Beautiful Bill reduces deficits by roughly $2 trillion by increasing economic growth and cutting waste, fraud, and abuse across government programs at an unprecedented rate. This legislation delivers historic levels of mandatory savings. President Trump’s pro-growth economic formula will reduce the deficit, increase wages, deliver American jobs, and drive down the cost of living. MYTH: “But the CBO says….” FACT: The CBO misreads the economic consequences of not extending the TCJA tax cuts. The One Big Beautiful Bill delivers real savings that will unleash our economy and prevent the largest tax hike in history, resulting in historic prosperity, while lowering the debt burden. MYTH: “Republicans shut Democrats out of the legislative process.” FACT: This was not a partisan bill—Democrats shut themselves out by supporting higher taxes, open borders, and giveaways to illegal immigrants. The One Big Beautiful Bill delivers on Republican promises to lower taxes, secure the border, cut spending, and put Americans first. MYTH: The One Big Beautiful Bill “border package is not necessary since President Trump has secured the border.” FACT: We must ensure that the invasion we witnessed as a nation under Joe Biden and Kamala Harris never happens again. The One Big Beautiful Bill’s historic investment in our border security ensures we permanently secure our border and protect our homeland by finishing the border wall, hiring 10,000 new ICE officers, and funding efforts to stop the flow of fentanyl. Lies vs. Truth: How the Obama Admin Created the Russia Collusion Hoax LIE: Putin and the Russian Government helped Trump win the 2016 election. TRUTH: President Obama and former CIA Director Brennan fabricated the Russia Hoax, suppressed intelligence showing Putin was preparing for the possibility of a Clinton victory. EVIDENCE: The Obama Administration’s January 2017 Intelligence Community Assessment (ICA) failed to disclose that the only piece of classified intelligence indicating that Putin “aspired” to help Trump win the 2016 election was based on “one scant, unclear, and unverifiable fragment of a sentence” that one senior CIA officer said had been interpreted “five ways” by five different people. Despite warnings from two senior CIA officers that “we don’t have direct information that Putin wanted to get Trump elected,” the Obama Administration published the faulty January 2017 ICA, which “did not cite any report where Putin directly indicated helping Trump win was the objective.” Obama's ICA excluded “significant intelligence” and “ignored or selectively quoted” reliable intelligence that would have discredited the ICA’s key findings on Putin’s alleged support for Trump. Information intentionally omitted from the ICA included intelligence from a longtime Putin confidant who said: “Putin told him he did not care who won the election” “Putin had often outlined the weaknesses of both major candidates” “Russia was strategically placed to outmaneuver either [candidate]” Obama’s ICA omitted context showing Putin’s alleged preference for Trump was “implausible—if not ridiculous.” Obama’s ICA suppressed intelligence that showed Russia was planning for then-candidate Hillary Clinton’s victory because “they knew where [she] stood” and believed Russia “could work with her.” Obama’s ICA “did not address why Putin chose not to leak more discrediting material on Clinton,” even as polls tightened in the final weeks of the election. The material in Russia’s possession, which Putin decided not use against Clinton, included the following information from the Democratic National Committee: Senior Democrat leaders found Clinton’s health to be “extraordinarily alarming.” Clinton allegedly suffered from “intensified psycho-emotional problems, including uncontrolled fits of anger, aggression, and cheerfulness,” and that Clinton was allegedly on a daily regimen of “heavy tranquilizers.” FBI Director Comey testified to HPSCI in August 2016 that the DNC “was telling people that [former Attorney General] Lynch was working to control me and keeping a named member of the Clinton campaign informed on what the FBI was doing” in the Clinton email investigation. The Obama State Department offered “significant increases in financing” to US religious organizations “in exchange for supporting Secretary Clinton.” Obama’s ICA suppressed intelligence showing that “Putin was not only demonstrating a clear lack of concern for Trump’s election fate,” but also indicated “that [Putin] preferred to see Secretary Clinton elected, knowing she would be a more vulnerable President.” Obama's ICA omitted key intelligence collected after the 2016 election about how the Russian Government organized anti-Trump rallies within the United States. According to Embassy and media reporting, Trump’s election victory was a surprise to Moscow. LIE: The Steele Dossier was not used as a source in the Obama Administration’s January 2017 Intelligence Community Assessment of the November 2016 election. TRUTH: Not only did CIA Director Brennan and FBI Director Comey use the Steele Dossier for the 2017 ICA, but they overruled senior officials who had warned of the Steele Dossier’s flaws. EVIDENCE: The Steele Dossier “was referenced in the ICA main body text, and further detailed” in an annex. Brennan and his IC misled Congress into thinking the Steele Dossier had intelligence value by explicitly referring to the Steele Dossier as “Russian plans and intentions.” When pressed by a senior CIA officer on the Steele Dossier’s flaws, Brennan replied, “yes, but doesn’t it ring true?” The HPSCI oversight report found that “even though the dossier information was unclassified,” its summary was “only included in the highest classified version,” allowing the ICA’s authors to “shield the assessment from scrutiny” and prevent other intelligence officers from checking their work. FBI Director Comey “pushed to have the Dossier woven throughout the main text of the ICA.” Despite being comprised of veteran FBI Counter Intelligence Division agents and analysts, the FBI Crossfire Hurricane team “was willing, without further vetting, to rely on the dossier to secure surveillance warrants on US citizens.” LIE: The Obama Administration’s January ICA was an independent IC product, produced with apolitical analysis. TRUTH: Obama directly ordered the IC to create this product and, along with his political appointees, influenced its findings. EVIDENCE: Obama’s direct order to produce the ICA was “unlike routine IC analysis.” The crafting of the ICA was subject to “unusual directives from the President” and other senior political appointees. CIA Director Brennan ordered the post-election publication of three “substandard” intelligence reports which became the “foundational sources” for the central ICA findings that Putin preferred Trump over Clinton. These substandard intelligence reports contained information that was described as “unclear, of uncertain origin, potentially biased, or implausible.” Obama’s ICA issued “high confidence” judgements without following IC guidelines to make those assessments, which typically require “clear and reliable reports from multiple sources.” Obama’s ICA was rushed through the review process, meaning senior officials only saw the draft “days before it was published,” creating pressure to avoid “making significant substantive changes to the draft.” LIE: Obama’s ICA did not advance the Russian collusion hoax. TRUTH: Not only did the ICA influence U.S. policies and the perception of America abroad, but it also sparked a coordinated media campaign to subvert President Trump’s 2016 victory. EVIDENCE: The HPSCI report found the ICA “affected all manner of decision by Executive, Legislative, and Judicial branches of government, as well as the perceptions of American democracy by US allies, foreign opponents, the US and world media, and American citizens.” On December 9, mere hours after the now infamous secret Russia meeting at the Obama White House, media headlines read: “Russian Hackers Acted to Aid Trump in Election, U.S. Says.” Further leaks about the upcoming ICA, along with its findings after its publication in January 2017, drove a coordinated media campaign to push the lie that Russia interfered in the 2016 election. Obama’s ICA was used as the basis for countless smears seeking to delegitimize President Trump’s victory, the years-long Mueller investigation, two Congressional impeachments, heightened US-Russia tensions, the investigation and arrest of innocent people, and more. LIE: There was no change in intelligence after President Trump’s victory. TRUTH: As DNI Gabbard has previously shown, the Obama Administration directed a change in intelligence in December 2016. EVIDENCE: On December 5, 2016, the FBI and ODNI gave HPSCI its first, post-election classified brief on Russian activities. In the briefing, the agencies “made no mention of Putin” working to elect Trump. Four days later, on December 9, the same day as the Secret Russia Meeting at the Obama White House, Brennan ordered the CIA to publish the substandard reporting, which had previously been unpublished since the reports had not met “longstanding” IC standards. Supporting Our Servicemembers and Manufacturers The FORKS Made in America Permanency Act will permanently strengthen American manufacturing and ensure our troops are equipped with the highest-quality flatware, made right here at home. This bill eliminates the expiration date on a key provision I secured in the 2025 National Defense Authorization Act, which required the Department of Defense to purchase stainless steel flatware and dinnerware exclusively from U.S. manufacturers. By making this requirement permanent, we’re upholding the spirit of the Berry Amendment and giving our troops American-made tools they can rely on. This would be a big win for our servicemen, our local economy, and hardworking manufacturers across Central New York. As your representative in Congress, my top priority is championing legislative initiatives that benefit you and your families. Each week, I review numerous bills and letters, engaging in thorough discussions with members of our community to determine which actions to support and address your needs. Below are a few bills I recently cosponsored. H.R. 1202, the Stop Human Trafficking of Unaccompanied Migrant Children Act: This bill would establish new vetting standards by the Department of Homeland Security (DHS) and related agencies, before releasing an unaccompanied child to a sponsor. According to a report from the DHS Office of the Inspector General, over 300,000 unaccompanied migrant children essentially disappeared during the Biden administration, putting them at risk of trafficking, abuse, and exploitation. This legislation requires that all categories of adult prospective sponsors, whether a parent, immediate relative, or unrelated adult, be properly vetted before an unaccompanied child is placed. H.R. 1262, the Give Kids a Chance Act of 2025: This bill would reauthorize the Food and Drug Administration (FDA) priority review voucher (PRV) program, which allows pharmaceutical companies to expedite FDA reviews of more profitable drugs in return for developing treatments for rare pediatric diseases. Children make up as much as half of those living with rare diseases, yet treatment options for children remain very limited compared to adults. The Give Kids a Chance Act builds on successful strategies used to develop treatments for kids fighting cancer and other rare diseases, giving children a better chance to fight these rare illnesses. H.R. 649, the Whole Milk for Healthy Kids Act: This bill revises requirements for milk provided by the National School Lunch Program of the Department of Agriculture (USDA). Milk offers 13 essential nutrients that support growth and health, both crucial for academic achievement. Children require wholesome, nourishing foods to build strength and maintain health, and whole milk is rich in the nutrients they need. The Whole Milk for Healthy Kids Act of 2025 gives schools the flexibility to provide various alternatives, while also supporting students and America’s dairy farmers. Transparency in Congress and a well-informed electorate are vital to preserving our self-governing Constitutional Republic. My constituents deserve to know how their members of Congress vote, which is why I have explained every vote I have cast in Congress since I was first elected. Monday, July 21 I voted “Yes” on H.R. 3095, To direct the United States Postal Service to designate single, unique ZIP Codes for certain communities, and for other purposes. This bill creates new unified ZIP codes for 65 cities, towns, and communities across 15 states, including New York. This will help unify communities under one ZIP code, allowing them to standardize mail delivery rates, delivery times, and insurance rates. This bill passed by a vote of 278-121. I voted “Yes” on H.R. 3351, the Improving Access to Small Business Information Act. This bill allows the SEC’s Advocate for Small Business Capital Formation to conduct field surveys and engage directly with small business owners and investors without being tripped up by the Paperwork Reduction Act’s burdensome approval process. As someone who regularly meets with entrepreneurs across my district, I know they want government to be more responsive, not more complicated. Small businesses shouldn’t have to wait on bureaucratic red tape for Washington to listen to them. By cutting through the red tape and letting the Advocate gather real-time feedback, this bill ensures small business voices can be heard when it matters most. It’s a simple fix that will make a meaningful difference for the innovators, job creators, and family-owned enterprises that power our economy. The bill passed the House by a vote of 387-12. Tuesday, July 22 I voted “Yes” on H.R. 3939, the Wabeno Economic Development Act. This bill requires the Secretary of the Interior to conduct a comprehensive review of the Federal permitting process for the development of stone, sand, and gravel on Federal lands and would require a report to Congress on its findings. Additionally, this bill would convey 14 acres of National Forest System land to a local aggregates business, helping job creation in this rural area. Establishing better, more efficient permitting processes while also driving domestic mining is key to boosting our economic mineral production and supporting job creation. This bill passed by a vote of 410-1. I voted “Yes” on H.R. 1917, the Great Lakes Mass Marking Program Act of 2025. First initiated as a pilot program in 2010, the U.S. Fish and Wildlife Service began tagging hatchery-produced fish to gather data used by State and Tribal fish management agencies to make management decisions regarding Great Lakes fisheries. This bill would establish this pilot as a full program within the Fish and Wildlife Service in the Great Lakes Basin to help assess the effectiveness of hatchery operations and fisheries management actions, as well as to support Great Lakes fisheries. This benefits both fishing sportsmen in New York and the ecology of the Great Lakes. This bill passed by a vote of 360-57. Wednesday, July 23 I voted “Yes” on H.R. 4275, the Coast Guard Reauthorization Act of 2025. This bill reauthorizes the Coast Guard through fiscal year 2029. Additionally, the bill supports Coast Guard operations and modernization efforts, enhances transparency in acquisition processes, and strengthens maritime drug interdiction initiatives through explicit smuggling prohibitions and the development of coordinated federal policies. This reauthorization funds the U.S. Coast Guard Academy and expands the education for cadets who choose to serve our nation. The U.S. Coast Guard supports NY-24 with four Coast Guard Stations and Auxiliary Stations, protecting our communities, aiding in search and rescue, and assisting Customs and Border Patrol in safeguarding our northern border. This bipartisan bill passed by a vote of 399-12. I voted “Yes” on H.R. 3357, the Enhancing Multi-Class Share Disclosures Act. This bill requires public companies with multi-class stock structures to disclose the ownership and voting power of specified shareholders across all classes of stock. It’s a straightforward step to shine a light on corporate governance and help investors better understand how decisions are made in the boardroom. More Americans than ever before are putting their hard-earned savings into the market so it is critical to ensure transparency around control structures. This bill passed the House by a vote of 381-31. Pastureland Conversion and Soil Health Field Day at Zeliff Farm Thank you to Pete Zeliff, owner of Zeliff Farm in Orleans County, for hosting USDA Rural Development and other agricultural leaders to share insights and discuss best practices for regenerative agriculture and soil management. Our team was excited to learn from Pete, who has been working to improve soil health since 2008. We appreciated seeing him collaborate with local farmers and witnessing his best practices in action, which help farmers grow better crops and raise healthier cattle. Farmers are the backbone of NY-24, and we thank all of them for their incredible work feeding our communities. Niagara County Clerks Luncheon It was a pleasure for our team to attend the Niagara County Municipal Clerks Association Luncheon and to thank its members, on behalf of our office, for the vital work they do every day to support their towns, villages, and the broader Niagara County community. Successful Casework Story An Orleans County Veteran recently underwent surgery and would need several months to recover, during which he couldn't work. He applied for a temporary increase in his service-connected disability rating through the Department of Veterans Affairs (VA) so he could have income to support his family while recovering. Having concerns about receiving a timely decision, the veteran contacted my office for assistance.
