July 25, 2025 Friend, Welcome back to the weekly Pfluger Fly-By, a roundup of events and updates to keep you informed about everything I'm doing week by week to represent you in Congress. It was another busy week in Washington! My bipartisan, bicameral ACES Act passed the U.S. House of Representatives, and it now heads to President Trump's desk to be signed into law. I also participated in a panel for Scouting America, met with the Secretary of Defense Pete Hegseth, questioned witnesses in an Energy Subcommittee hearing on pipeline safety, introduced two pieces of legislation, and more. Best, ACES Act Passes U.S. House, Heads to President's Desk This week, the U.S. House passed my bipartisan, bicameral ACES Act, which aims to lower military aviation cancer rates. The legislation now heads to President Trump's desk to be signed into law. As a former fighter pilot, I know firsthand the risks that airmen and women take every day when they step into the cockpit. I've fought alongside the best this nation has to offer, and I have watched the same men and women fight their toughest battle not in the air, but in the hospital room. The ACES Act directs the Secretary of the VA to study cancer incidences and mortality rates among aviators and aircrews who served in the Navy, Air Force, and Marine Corps. This bill is deeply personal as it is in honor of my dear friend and former fighter pilot, Colonel Andy "Pablo" Shurtleff, who recently lost his life after a battle with cancer. The ACES Act is more than just a bill—it's a lifeline and a message to every pilot who has ever put on the uniform to protect our skies that we will fight to protect them in return. Scouting America in Washington It was a privilege to join Scouting America for their annual "Camp Capitol Hill" event, where Scouts showcase their impressive skills in the outdoors, leadership, and robotics. As an Eagle Scout, I know firsthand the transformative impact this organization has on developing the next generation of leaders. Sharing my own Scouting story with current Scouts was a true honor. The values I learned through scouting continue to guide my work in Congress every single day. Protecting American Assets from Unlawful Seizure by Foreign Governments This week, I reintroduced the Defending American Property Abroad Act to protect American companies abroad. This legislation would impose retaliatory prohibitions to deter and punish any nation in the Western Hemisphere that unlawfully seizes American assets. The need for this legislation has been exemplified by the Mexican government's ongoing efforts to seize a deep-water port owned by U.S.-based Vulcan Materials Company. This is a direct violation of the United States-Mexico-Canada Agreement (USMCA) that governs trade between our two nations. American companies operating abroad should not have to fear arbitrary government actions that undermine their property rights. RSC National Security Task Force at Pentagon As Chairman of the Republican Study Committee, I joined our National Security Task Force in meeting with the U.S. Secretary of Defense, Pete Hegseth. As our adversaries become increasingly aggressive on a global scale, we must continue to restore our military effectiveness and make America respected again. I look forward to continuing to work with Secretary Hegseth to fundamentally transform our national defense strategy and rebuild our military capabilities. Energy Subcommittee Hearing on Pipeline Safety As a member of the U.S. House Energy and Commerce Committee, I participated in an Energy Subcommittee hearing titled " Strengthening American Energy: A Review of Pipeline Safety Policy." During the hearing, I questioned witnesses on how Congress can address burdensome federal oversight of natural gas pipelines while not compromising public safety. Natural gas pipelines are a lifeline for powering homes and keeping the lights on across the country. As energy demand rises, we must be ready to meet the moment. Blocking Future Red Tape on LNG Bunkering I joined Congresswoman Laurel Lee in introducing the Cutting LNG Bunkering Red Tape Act. This legislation would amend the Natural Gas Act to clarify that the ship-to-ship transfer of liquefied natural gas (LNG) is used as marine fuel. LNG exports unequivocally benefit our economy, domestic prices, national security, and partners and allies around the world that want our product. Unfortunately, the Biden Administration spent four years imposing one regulation after another on these exports, stifling the energy industry. This legislation permanently reverses one of these misguided policies to ensure American LNG can compete on the global stage by removing regulatory uncertainty and streamlining its use as a cleaner, more efficient fuel source for maritime transportation. Sounding the Alarm on the CCP's Control of Critical Minerals I was honored to join the Foundation for Defense of Democracies (FDD) in delivering remarks on how the U.S. can counter China's tactics to dominate global battery supply chains. China controls over 75% of global battery cell production and refines more than half of the world's lithium, cobalt, and graphite. We cannot allow our adversaries to dominate critical supply chains, it's a matter of national security. Thank You, Texas-11 Summer Interns Our office was delighted to host an exceptional group of interns this summer. I am grateful for their dedication, enthusiasm, and strong work ethic that made meaningful contributions to our team. Talented young students like these represent the future of our workforce, and I am excited to see all they accomplish. I wish them nothing but the best in their future endeavors. Upcoming Town Hall I will be hosting a town hall in San Angelo next week. Representing the incredible people of Texas's 11th Congressional District is the honor of a lifetime. Hearing from my constituents face-to-face through town halls will always be a top priority of mine, and I encourage everyone to attend and make their voices heard.
