Dear John,

Today, the Fair Representation Act was reintroduced in Congress. This bill combines three reforms to stop gerrymandering, make every congressional election competitive, and give voters more power:

The bill also includes a ban on mid-decade redistricting.

The problem

The data is clearAmericans think our democracy is broken. They’re unhappy with their choices in elections, and say elected officials don’t care what people like them think.

Meanwhile, politicians gerrymander district lines for partisan gain – right now, Republicans and Democrats are in an escalating redistricting war, with each threatening to redraw maps to harden their partisan advantages and make elections even less fair for voters.

Our single-choice, winner-take-all elections are the root of the problem. Voters feel forced to pick the “lesser of two evils.” Tens of millions are locked out of representation, and politicians refuse to work together once in office.

That’s where the Fair Representation Act comes in.

How does the Fair Representation Act help?

When ranked choice voting is combined with multi-member districts, it is a form of proportional representation. That means the Fair Representation Act will deliver both majority rule and minority voice, greatly increasing the number of voters who can elect someone who represents their interests.

If a community represents at least 25% of voters in a three-member district or at least 17% in a five-member district, they’ll be able to elect a candidate of their choice.

In addition to making gerrymandering nearly impossible, the FRA also gives more opportunities for Americans across the political spectrum to be represented in government – including urban Republicans and rural Democrats, women, and people of color.
