Like many other judges these days, Young had convened a hearing to consider whether to grant a preliminary injunctionwhich, in the normal course, would put a quick stop to an illegal or otherwise unconstitutional government policy. By one count, in the first seventy days of Donald Trumps Presidency, forty-six judges across the country have issued this kind of order, preventing the Administration from forging ahead with its move-fast-and-break-things style of governance. The purpose behind these orders is to prevent imminent, irreparable harm to the plaintiffs and allow courts additional time to assess the legality of the challenged action. The bill passed by the lower house moves to its all-but-certain endorsement in the upper chamber and then to President Vladimir Putin to be signed into law. The legislation punishes what it describes as "deliberately searching for and accessing extremist materials" online. First-time offenders face a fine of up to about $64. Officials define extremist activity broadly and it includes opposition groups like the one created by late opposition leader Alexei Navalny and the "international LGBT movement."
