Notice is hereby given that the Industrial Siting Division received an amendment request on July 7, 2025 from Two Rivers Wind, LLC and Lucky Star Wind, LLC (Permittee) regarding the Two Rivers and Lucky Star Project in Carbon and Albany Counties. The construction start dates are clarified as follows: it is anticipated that construction commencement activities for Two Rivers Wind will begin in Q3 2026 and will continue through Q4 2028 (based on documented transmission upgrades on the utility system). Similarly, construction of Lucky Star Wind is anticipated to begin in Q3 2026 and will continue through Q4 2027. Given the timelines required to obtain necessary permits and seasonal construction constraints, the Project is requesting a permit extension until November 20, 2028. Therefore, if an extension to the permit is granted, the Permittee shall commence to construct no later than November 20, 2028.
Pursuant to Condition #11 of their permit, the Administrator is providing public notice of the requested amendment to permit DEQ/ISC 18-11. It is the Director's intention to authorize the change on or after August 9, 2025.
