The DMV is introducing a new program to help law enforcement better communicate with our neighbors on the autism spectrum. The Blue Envelope Program is designed to assist drivers on the autism spectrum during traffic stops or accidents. This envelope contains important documents and informs law enforcement officers that the driver may communicate differently, offering instructions to facilitate a smoother interaction. By providing essential information quickly, the Blue Envelope helps bridge communication gaps between officers and motorists.

I am honored to be recognized by the VEA as a Rookie Legislator of the Year. As a former educator, I know firsthand the issues our teachers face. I will continue to stand proudly with them — because when we support our educators, we support our kids!
Virginia’s teachers are the bedrock of our school system, which serves as both the anchor of our communities and an active force in attracting new people and businesses to our Commonwealth. My office is continually working to provide teachers with the resources they need to deliver the education our students deserve. This includes creating a teacher training index to streamline required training, strengthen our teachers’ due process rights, and protect our children through the use of critical communication to parents of at-risk students.

2025 EDUCATION BILLS [[link removed]]
Joint Legislative Audit and Review Commission ("JLARC") July Meeting
During the legislative off-season, many legislators and private citizens sit on state boards and commissions where they help examine and develop policy ideas that can be acted upon during the following legislative session. The Joint Legislative Audit and Review Commission ("JLARC") is one of the most important. In the past, it has authored incredibly consequential reports on everything from data centers to fully funding public education.
During its meeting last Monday, JLARC addressed a comprehensive agenda, commencing with a study concerning the legal justifications for book removals from public and school libraries. The study revealed that numerous school divisions in 2022 inaccurately referenced a parental notification statute as grounds for such removals. While this statute mandates parental notification regarding instructional materials containing sexually explicit content, it does not confer authority for the removal or censorship of books in primary or secondary educational institutions.
Following this report, JLARC members heard reports from the Virginia Retirement System ("VRS"), which manages retirement benefits for Virginia public sector employees, and Commonwealth Savers (formerly Virginia529), a state organization that assists Virginians in achieving their financial goals. These groups presented on their current operations, new investments and programs, and new legislation from the 2025 session that will impact their work.

Iranian American Legal Defense Fund
Many Americans are facing serious and growing challenges from the federal government's unjust business scrutiny, unexplained bank closures, delayed or denied immigration cases, student visa denials, detention without due process, and renewed travel ban restrictions. These issues have created significant hardships for individuals and families across the country.
As an attorney and officer of the court, as an immigrant myself, as the first Iranian American to hold a statewide office, and as the representative for a majority-minority district, this issue is deeply meaningful to me. I am committed to ensuring that my constituents, neighbors, and all Virginians have access to the necessary resources for pursuing legal redress.
Many organizations share this commitment. For example, earlier this month, the Iranian American Legal Defense Fund ("IALDF") was launched. The IALDF’s mission is to empower, protect, and defend Iranian Americans by expanding opportunities, strengthening rights, and fostering inclusion. They are working to safeguard civil and political rights, eliminate discrimination, and create pathways for education and economic success. Intern Spotlight: Sukhi!

Sukhi is interested in women’s rights, advocacy for survivors of domestic abuse, and amplifying the voices of underrepresented communities.
Sukhi Mahadevan (She/Her/Sukhi) is in her first year working with the House of Delegates, but she has been passionate about government and policy work for a long time. A firm believer in youth-led change, she founded HerVoice, a nonprofit focused on advocacy for survivors of domestic violence, and has worked closely with community leaders to amplify underrepresented voices. Sukhi is especially passionate about using policy to create meaningful, local change, and is excited to help Del. Reaser in any way that she can. Outside of work, Sukhi loves a good murder mystery book, spending time with her dog, friends, and family.
