Oversight of Federal Response in the Hill Country

Last weekend, I was on the ground in Kerrville with the President, Secretary Noem, Secretary Turner, Secretary Rollins, Administrator Loeffler, and Members of the Texas delegation to hear from families and local officials following the devastating floods. As Chairman of the Subcommittee on Government Operations, I have visited and overseen federal disaster response in Hawaii, North Carolina, and Florida. I remain fully engaged here in Texas to ensure our communities have the resources and support needed for a full recovery. Waco Mammoth National Monument

Waco is home to a unique piece of natural history, the Waco Mammoth National Monument. On Saturday, I attended a celebration to mark the 10th anniversary of the monument, and it continues to be a vital site for education, research, and tourism. The National Park Service does an exceptional job managing the monument and educating visitors. I’m proud of this hometown treasure and the role it plays in inspiring curiosity and discovery for Texans and visitors alike.

It was a pleasure to welcome students and staff from the Boys and Girls Club of Deep East Texas to my Washington, DC office this week. This incredible program provides students with a safe and supportive space after school to learn, compete in athletics, and build life-long relationships. Their work is strengthening the next generation, and our future.
Legislative Highlights

H.R. 3633Digital Asset Market Clarity Act of 2025
I voted YES on the CLARITY Act to strengthen consumer protections in the digital asset space. This legislation requires developers to provide accurate, relevant disclosures so Americans can make informed financial decisions in a rapidly evolving market.
 
S.1582GENIUS Act
The GENIUS Act creates a regulatory framework for payment stablecoins, prioritizing consumer protection and innovation while reinforcing the U.S. dollar’s role as the world’s leading reserve currency. I voted YES.

H.R. 4016Department of Defense Appropriations Act, 2026
This week, we passed the FY26 Defense Appropriations Act. Two of my key defense funding priorities were included in the bill, without increasing overall spending. This is a strategic shift in how existing funds are prioritized to better protect our national security. SMART Hub research at Baylor University will receive funding to advance cutting-edge RF and radar technologies. These innovations will enhance spectrum dominance on the battlefield and improve safety for our service members. Additionally, funding was reallocated for a Department of Defense initiative to improve microelectronics security. This investment will fund a proof-of-concept for embedding unalterable security markings directly onto chips, marking a critical step toward full-spectrum semiconductor assurance across both our defense and critical infrastructure. This bill demonstrates that we can make smart, future-focused investments in national defense by focusing resources where they’re needed most.

H.R. 4Rescissions Act of 2025
Last night, I voted YES on the Senate Amendment to the $9 billion rescissions package. This includes cuts to public media. I believe that readily available media and information is important for a healthy and informed society. However, in most parts of the country, there is already a robust selection of media available. The federal government using tax dollars to fund public media is often a duplicative effort. That’s why I supported the rescissions package as part of a broader effort to bring fiscal responsibility back to Washington. The American people deserve and expect a government that respects their tax dollars.
