I wanted to take a moment to share with you a recap of what happened last week in Texas' 22nd District and the United States House of Representatives. This Week in Washington, D.C. Rep. Troy E. Nehls Votes "YES" to Pass Defense Appropriations Bill The United States House of Representatives advanced landmark legislation, H.R. 4016, the Department of Defense Appropriations Act of 2026. I am proud to have joined my fellow House Republicans in voting “YES” to pass this historic bill. The United States has the greatest warfighters in the world. I’m proud to announce this legislation includes a 3.8 percent pay increase for all military personnel, which takes effect January 2026, in addition to continuing the historic pay raises that were included in Fiscal Year 2025 for junior enlisted servicemembers. Further, this bill works to improve servicemember quality of life, readiness, and slow permanent change of station moves, saving over $662 million. H.R. 4016 invests in modernization of the nuclear triad, hypersonics programs, and in 5th and 6th generation aircraft. Further, this bill provides $13 billion for missile defense and space programs to grow and bolster the Golden Dome efforts of the Trump Administration. This appropriations bill secures funding to combat drug trafficking and manufacturing, one of the greatest threats to the American public, and increases funding for the National Guard Counterdrug Program and moves Mexico to the U.S. Southern Command’s jurisdiction from U.S. Northern Command’s for improved oversight. While bolstering our national defense, this bill cuts waste, fraud, and abuse, reinstating fiscal sanity in defense spending. The FY26 Defense Appropriations codifies President Trump’s executive orders and the Department of Defense’s work with the Department of Government Efficiency (DOGE). This bill also prohibits funding for woke DEI efforts, Critical Race Theory, government censorship, sex-change surgeries, UNRWA, drag queen shows, and vaccine and mask mandates. I'm pleased to announce that three of my amendments were included in this legislation, including an amendment that allocates funding for the development of a high-energy laser hybrid integrated turret beam director with improved optical performance for high-power aircraft missile defense missions against advanced cruise missiles and hypersonic threats, reflecting President Trump's requested budget, an amendment to ensure funds are available for drone explosive and chemical threat detection, and an amendment that allows for the replacement of inadequate systems on U.S. Navy ships that are designed to detect explosives, chemicals, and emerging synthetic threats.  The US military has time and again proven to be the most powerful fighting force in the world, and it is paramount that we preserve that standard. H.R. 4016 champions our armed forces and enhances care for our servicemembers and their families, providing for America’s defense responsibly. Rep. Troy E. Nehls Questions DOT Sec. Sean Duffy at House Transportation and Infrastructure Committee Hearing This week, the House Transportation and Infrastructure Committee held a hearing titled "Oversight of the Department of Transportation's Policies and Programs and Fiscal Year 2026 Budget Request." During the hearing, I commended the leadership of Secretary of the Department of Transportation (DOT) Sean Duffy and recently Senate-confirmed Administrator of the Federal Aviation Administration (FAA) Bryan Bedford. Furthermore, I highlighted the critical down payment in the OBBBA of $12.5 billion to update and modernize our nation's air traffic control (ATC) system, while emphasizing the importance of addressing the entire national airspace system (NAS). 67 souls were lost on January 29, 2025, due to a mid-air collision between an American Airlines passenger jet and a U.S. Army Black Hawk helicopter near Ronald Reagan Washington National Airport. We owe it to the American people and those who lost their lives earlier this year to revitalize our aviation system into one that's the envy of the world. I also discussed my bipartisan legislation, the Supersonic Aviation Modernization (SAM) Act, which codifies President Trump's executive order, "Leading the World in Supersonic Flight." Specifically, my legislation directs the FAA to issue or revise regulations, within one year of enactment, to allow for the operation of civil aviation aircraft to operate at speeds of Mach 1 or higher without requiring special authorization, so long as no sonic boom reaches the ground within the United States. During the hearing, Secretary Duffy agreed we should work to get this legislation passed and signed into law. Watch my questioning of Secretary Duffy on Rumble. Rep. Troy E. Nehls Votes "YES" to Pass Pro Cryptocurrency Bills This week, I proudly voted to pass major legislation aimed at amplifying President Donald J Trump’s goal for the United States to become the crypto capital of the world: H.R. 3633, the Digital Asset Market Clarity (CLARITY) Act of 2025, would provide clear regulatory lanes for the Securities and Exchange Commission (SEC) and Commodity Futures Trading Commission (CFTC). Specifically, the CLARITY Act provides the CFTC with jurisdiction over investment contracts involving digital commodities. This legislation clarifies the regulatory treatment of secondary market trading of digital commodities that were initially offered as part of an investment contract. H.R. 3633 implements customer protections on all entities required to be registered with the CFTC and the SEC. H.R.1919, the Anti-CBDC Surveillance State Act, would block the Federal Reserve from issuing a Central Bank Digital Currency (CBDC) or any substantially similar digital asset. Simply put, this bill prevents the creation of a government-run digital dollar, protecting Americans’ financial privacy.  S.1582, the GENIUS Act, defines a payment stablecoin as a digital asset used for payment or settlement that is attached to a fixed monetary value. Specifically, the GENIUS Act establishes a regulatory framework for payment stablecoins. Aviation Chairman Troy E. Nehls Speaks at USCTA Conference This week, as Chairman of the House Aviation Subcommittee, I had the pleasure of speaking to members of the U.S. Contract Tower Association (USCTA) at their annual conference. During my address, I spoke of the importance of the role contract towers play in the National Airspace System (NAS). Contract towers are a cornerstone of American aviation, supporting everything from small-town economies to regional hubs that drive commerce and innovation. There are 26 contract towers in the state of Texas, with the Sugar Land Regional Airport serving as a vital reliever airport to George Bush Intercontinental and William P. Hobby Airports, handling a variety of general aviation, corporate jets, and flight training operations. Sugar Land's contract tower operates with precision and professionalism and ensures safe and efficient airspace management in one of the busiest regions of the country. I also highlighted my commitment to advocating for long-term, stable funding for the Contract Tower Program through the Federal Aviation Administration (FAA) Reauthorization legislation and other legislative measures. Further, I discussed the bipartisan working group which allows key stakeholders from the aviation sector to be a part of the conversation of developing a policy reform bill to equip FAA Administrator, Bryan Bedford, and Department of Transportation (DOT) Secretary Sean Duffy, along with President Trump, to execute the modernization of our nation's air traffic control (ATC) system. I thank the USCTA for having me! Rep. Troy E. Nehls Votes "YES" to Pass Senate Amendment to H.R. 4, the Recissions Act of 2025 Since President Donald J. Trump took office, waste, fraud, and abuse that plague our federal government have been exposed. Under the failed leadership of President Joe Biden, Democrats recklessly spent Americans' hard-earned tax dollars on pet projects that advanced their woke, radical agenda and on left-wing propaganda machines like the Corporation for Public Broadcasting (CPB), including NPR and PBS. The Department of Government Efficiency (DOGE) exposed the gravity of the abuse of Americans' tax dollars, like $3.9 million for LGBTQI+ advocacy programs in the Western Balkans, $300,000 to fund a pride parade in Lesotho, a country in southern Africa, and $18 million to improve "gender diversity" in Mexican street lighting. This week, the U.S. House of Representatives passed a rescissions package to rescind $9 billion of wasteful spending identified by President Trump and DOGE. I proudly voted "YES" to pass this bill to restore fiscal sanity and get our government back on track. Reducing wasteful spending is another Promise Made, Promise Kept. This Week in Texas' 22nd District Rep. Troy E. Nehls Announces the Reopening of the Rosenberg Post Office I am proud to announce the reopening of the Rosenberg Post Office, following extensive repairs made after it was damaged by Hurricane Beryl. Throughout the recovery process, my team and I worked closely with local United States Postal Service (USPS) officials to ensure repairs were being made. My team stayed in touch with local official several times during the repair process to stay up-to-date on the situation, the progress being made, and the timeline. Due to the tireless work of my team and these collaborative efforts, the facility is once again fully operational and ready to serve the great residents of Rosenberg! If you are having a specific issue with the USPS, please call my office at 346-762-6600 and ask to speak to a member of our casework team. Department of State: Update on Passport Processing Times My District Office team provides valuable assistance to constituents navigating the U.S. passport application process, especially for those facing urgent travel needs. While the office does not process passports directly, it can intervene on behalf of constituents to expedite applications through the U.S. State Department. This support is particularly beneficial for individuals with imminent international travel plans or emergencies requiring swift passport issuance. As of June 2025, the U.S. Department of State estimates the following processing times: Routine Service: Approximately 4 to 6 weeks. Expedited Service: Approximately 2 to 3 weeks, with an additional fee of $60. Constituents seeking assistance should contact my Fulshear District Office with their passport application details and proof of travel plans. The office will coordinate with the appropriate federal agencies to facilitate the expedited processing of their passport applications. Nehls Announces the 2025 Congressional App Challenge I am pleased to announce that my office is hosting a 2025 Congressional App Challenge. The Congressional App Challenge (CAC) is a competition designed to encourage student participation in computer science and coding. Students are encouraged to register online and submit their app by October 30, 2025. Officially launched by the U.S. House of Representatives in 2015, this nationwide effort allows students to compete against their peers by creating an application (also known as an “app”) for desktop/PC, web, tablet, mobile, raspberry Pi or other devices. We accept any programming language, such as C, C++, Java, JavaScript, Python, Ruby, or "block code." The Challenge is designed to promote innovation and engagement in computer science. The Congressional App Challenge is open to all middle and high school students in the 22nd Congressional District of Texas. Students entering the competition must submit their app to CongressionalAppChallenge.us during the Competition Submission Period, which ends October 20, 2025, at 12:00 P.M. Eastern Time. The winner from the 22nd Congressional District, chosen by a panel of expert judges, will be featured on CongressionalAppChallenge.us. The winning app will also be eligible to be on display in the U.S. Capitol, honoring the winners from across the country.
