ClearPath Action Rundown
July 18th, 2025

Congratulations to David LaCerte on his nomination as a Commissioner at the Federal Energy Regulatory Commission.

1. CCLP is helping to power your energy career

The ClearPath Conservative Leadership Program (CCLP) hosted its second annual professional development event, gathering future clean energy leaders for “Powering Your Energy Career: Connections and Conversations for Emerging Energy Professionals in Washington.”

Highlights included:

  • A fireside chat with Rep. Juan Ciscomani (R-AZ);
  • An interactive workshop with a mock Congressional hearing;
  • Exercises to help young professionals make a great first impression; and
  • A panel discussion with three energy professionals on their respective career paths.

Rep. Juan Ciscomani and ClearPath advisor Kristen Soltis Anderson discussed the importance of finding “win-win” policy solutions.

What’s clear: “Conservatives have a way to protect the environment. They see the benefits, like job creation and manufacturing for clean energy. That’s a big value.” said Rep. Ciscomani.

2. NEW blog: The Future of Industry: Made in America

America can lead the global market in clean materials, like steel and concrete, and carbon management technologies. Read our newest blog by Savita Bowman with a strategy to achieve this, including:

  • How history offers a roadmap— and a warning;
  • What it takes for innovation at home, not abroad;
  • The stakes for American energy and industry to meet demand; and
  • Why building here can lead to winning everywhere.

What’s clear: Leveraging our research and development (R&D) investments with smart, strategic bets in demonstration and commercialization work is key to ensuring the future of industry is made in America.

3. Bipartisan permitting transparency bill introduced

America’s energy permitting process is clunky and outdated. Reps. Dusty Johnson (R-SD) and Scott Peters (D-CA) introduced the bipartisan ePermit Act to increase transparency and digitize data for U.S. permitting projects. This will provide needed accountability for developers waiting for federal permits, including National Environmental Policy Act reviews.

What’s clear:  "Our outdated permitting process is incapable of meeting the challenge of rising demand," said Jeremy Harrell, CEO, ClearPath Action. "This bipartisan bill will ensure federal agencies leverage technology to speed up environmental reviews. It's a critical piece of the broader permitting reform necessary to let America build."

4. Google strikes hydro deal with Brookfield

Google announced plans to buy up to 3 GW of hydropower from Brookfield Renewable Energy Partners.

This project:

  • Includes $3 billion in contracts for power from Brookfield's Holtwood and Safe Harbor dams in Pennsylvania;
  • Would provide 24/7 carbon-free power;
  • Support expansions, upgrades, and relicensing of existing facilities; and
  • Will power the increasingly large energy needs of data centers to power their AI.

What’s clear: This deal demonstrates the private sector demand for carbon-free energy production, as companies like Meta, Amazon and Microsoft continue to scale their energy needs rapidly while balancing emissions reduction goals.

5. Louisiana start-up enables CO2 transportation and sequestration

CO2 utilization received a significant boost with the help of American innovation. CF Industries, a manufacturer and distributor of agricultural fertilizers, announced the start-up of the carbon dioxide (CO2) dehydration and compression facility, essential for preparing CO2 for efficient transportation and storage, at its Donaldsonville Complex in Louisiana.

The facility will:

  • Enable the transportation and permanent geological sequestration of up to 2 million metric tons of CO2 annually;
  • Produce approximately 1.9 million tons of low-carbon ammonia on an annual basis; and
  • Partner with ExxonMobil to transport through CO2 pipelines and permanently store the CO2.

CF Industries expects to qualify for the 45Q tax credit, which provides a credit for the capture and storage of CO2.

6. Coming down the pipeline

  • July 22 at 12:00 pm – ClearPath is partnering with NCFAR to host an agriculture innovation lunch and learn in Rayburn 2253. Join us!

7. The Circuit

Senior Program Director of International Policy Nick Lombardo participated in a panel discussion at the CSIS Clean Energy Strategies Conference on the use of strategic trade and development finance to advance U.S. global energy leadership.

ClearPath Senior Program Manager Jake Kincer spoke at a Global America Business Institute and U.S. Congressional Energy Engagement Foundation on the importance of allowing the World Bank to finance nuclear energy projects and its implications for the industry's future.

ClearPath Government Affairs Director, Sam Hattrup, attended the Pennsylvania Energy and Innovation Summit, hosted by Senator Dave McCormick (R-PA), which featured President Trump, five members of the President’s cabinet, and global leaders in energy, AI and finance.

8. ICYMI

  • ClearPath Action wrote a letter to Chairman Thompson (R-PA) and Chairman Boozman (R-AR), thanking them for their leadership in passing the One Big Beautiful Bill, which included strong support for the USDA’s essential innovation programs.
  • The House passed H.R. 3657 Hydropower Licensing Transparency Act, backed by Rep. Brett Guthrie (R-KY), Chairman of House E&C.
  • Indiana Gov. Mike Braun signed bills to boost nuclear energy and expand Hoosier energy production.
  • The NRC accepted for review the Tennessee Valley Authority’s construction permit application to build the BWRX-300 nuclear reactor at the Clinch River site in TN.
  • The House NDAA included several provisions to support nuclear energy, including designating an Executive Agent for Nuclear Energy and creating a Working Group to determine how to use nuclear energy for national security needs.
  • Westinghouse announced plans to build 10 AP1000 nuclear reactors in the U.S. at Senator Dave McCormick's Pennsylvania Energy and Innovation Summit.
  • The Department of Energy announced a pilot program to build advanced U.S. nuclear fuel lines to help end foreign dependence on nuclear fuel and support the recently announced test reactor program.
  • Missouri approved $3 million for the Missouri University of Science and Technology to establish a small modular nuclear reactor science and development program.
  • Vaulted Deep signed a deal with Microsoft to remove up to roughly 5 million tons of carbon dioxide.

ClearPath believes America must lead the world in innovation over regulation…markets over mandates…providing affordable, reliable, clean energy.

That's all from us. Thanks for reading and have a great weekend!
