AVFCA Statement on AB 84 (Muratsuchi)!
Bill to Overhaul CA Charter School Administration 

July 16, 2025:  AVFCA recognizes the growing concerns around AB84, a 100+ page bill that proposes broad changes to how charter schools would be authorized and operate in California (https://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=202520260AB84). Current law regarding new non-classroom-based charter schools sunsets in January 2026, and so a bill related to Charter Schools must be passed this legilsative session.  While the stated goal of AB84 is to introduce additional oversight and guardrails, the bill would have significant impacts on programs that offer flexible, personalized education for students who thrive outside traditional classroom settings. Although AB84 falls outside AVFCA’s core mission, we are deeply aware of its potential implications for families in our community.

AVFCA has been actively monitoring the AB84’s progress, engaging in productive dialogue with the author’s office and committee legislative consultants, as well as actively communicating with key opposing organizations, including CCSA (California Charter Schools Association), A Plus and A.P.P.L.E., as they work to negotiate a deal that is fair for California’s charter schools and their students.

As of July 16, AB84 passed though the Assembly and today passed out of the Senate Education Committee following a lengthy and robust discussion, despite a huge public turnout in opposition. The bill will now move to the Senate Appropriations Committee, where it will be heard in late August, after the summer recess. More negotiations are expected over the summer and the bill is likely to be amended before the Senate Appropriations Committee vote.
