Dear Health Advocates,
Congress is back in session this week and is working to finalize a recissions package that includes large cuts to foreign aid and public broadcasting. The Senate is set to begin voting as early as today, and the bill's passage could impact the viability of a bipartisan solution to the upcoming government funding fight.
Although the so-called One Big Beautiful Bill Act (OBBBA) passed just two weeks ago, we must ensure that those who voted for the bill own the impacts — and the unpopularity. We encourage you to make that connection as an organization or individual and to focus on accountability. For example, make your voice hard by highlighting the bill’s impact on people, communities and state budgets here.
We also know that coverage losses won't be immediate, but one of the impacts that consumers will see in the near term are premium increases. This is especially true given the bill did not include an extension of the enhanced premium tax credits for those purchasing insurance through the Affordable Care Act Marketplaces, which help 20 million Americans afford their monthly insurance premiums.
As our new Insights Column outlines, recent Congressional and White House actions will have significant consequences on affordability and mark the first opportunity for the health insurance market to respond, as this is the time of year when insurers propose new rates for the 2026 plan year.
