Virginia to Enter Phase Three Next Wednesday, July 1

Phase Three Begins on Wednesday Next Week

Governor Northam announced that the Commonwealth of Virginia will begin Phase Three of the Forward Virginia reopening plan on Wednesday, July 1. Phase Three further relaxes some of the restrictions currently in force in Phase Two. Many of the numerical caps are removed, but many of the space-based rules remain to promote social distancing.

The Phase Three Guidelines include guidance to all sectors on best practices for physical distancing, enhanced cleaning and disinfection, and enhanced workplace safety. As with the Phase One and Two guidelines, they also include many industry-specific requirements and best practices.

PHASE THREE GUIDELINES

Notable Changes in Phase Three:

The limit for gatherings will be increased to 250 people from the current 50, but gatherings are limited to at 50% occupancy of the event space with enough room to allow all patrons six feet of personal distance, even if that means having fewer than 250 people.
The 50% limit on indoor restaurant service is removed, but parties still must be seated at least six feet apart. Takeout and delivery service remains encouraged.
Entertainment venues may open at 50% capacity, up to 1,000 patrons.
Fitness and exercise facilities may serve 75% of their lowest occupancy load (up from 30% in Phase Two). They must still maintain at least 10 feet between patrons and screen participants for COVID-19 symptoms.
Swimming pools may operate with 75% capacity and 10 feet between patrons not of the same household. "Free swim" will be allowed along with lap swimming.
Personal care and grooming services may accept walk-ins, but are still encouraged to stagger appointments and to limit the number of people in waiting areas. Cleaning stations thoroughly between clients remains required.
The 50% limit for non-essential brick and mortar retailers is removed, but retailers should continue to assist customers in keeping six feet of separation in congested areas (such as check out lines).
