The chaos surrounding Georgia's recent primary election demonstrates yet again why we need state officials to make critical changes to our election infrastructure to ensure all voters can safely cast a ballot during this pandemic. That includes facilitating safer voting methods like vote by mail.

All voters should have the opportunity to vote by mail, or to complete their ballots at home and drop them off at a drive-through or walk-through dropoff location. Voters should be able to request mail-in ballots up to the day before the election, to increase the likelihood that individuals who are diagnosed with COVID-19 or have been exposed to the novel coronavirus do not vote in person, and to ensure that individuals who wish to reduce their exposure to infection can do so.
Vote by mail has the added benefit of increasing participation. States that have enacted vote by mail saw a 15 percent higher median turnout during the 2018 primary. Many states are taking steps to implement and expand vote by mail in response to COVID-19, but unless it is adopted on the federal level, voters in many states will be disenfranchised by having to choose between their health and their right to vote.
