The U.S. Department of Health and Human Services (HHS) has issued a new notice—Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA); Interpretation of "Federal Public Benefit”—effective immediately.
The notice redesignates Head Start as a "public benefit" and indicates changes to a child’s eligibility based on immigration status. We recognize this may create uncertainty and raise important questions for programs and the families they serve.
