Sources tell FOX 11 an off-duty LAPD officer allegedly found a tampon halfway through drinking his Frappuccino at a Starbuck’s licensee store inside of a Target in Diamond Bar on Friday. The reported incident happened at the Starbucks inside of the Target at 747 Grand Ave. in Diamond Bar. Reporter Bill Melugin was told the officer used his police credit union debit card to purchase his drink. The Los Angeles County Sheriff’s Department confirms their Walnut station took a report and they’re now investigating. The LA Police Protective League tells FOX 11 reporter Bill Melugin, “This disgusting assault on a police officer was carried out by someone with hatred in their heart and who lacks human decency. We hope they are publicly exposed, fired, arrested, and prosecuted for their cowardly and repugnant actions.”

Dozens of policing shifts on Los Angeles County’s transit system went unfilled last week after Los Angeles Police Department officers called in absent nearly 700 times, the Metropolitan Transportation Authority said. The absences, for overtime shifts with premium pay, came after Chief Michel Moore temporarily froze overtime for the LAPD. The department spent $40 million in overtime during a week of protests over police brutality, systemic racism and the death of George Floyd, Moore told officers earlier this month. He said future overtime would be paid out with time off, rather than cash. Some LAPD officers canceled their shifts after they learned they would be paid with time off, not with cash, said Dustin DeRollo, a spokesman for the Los Angeles Police Protective League, the union that represents rank-and-file officers. “It was a huge shock,” DeRollo said. Once Metro pays LAPD, officers will have the option of converting their time off into cash, Rubenstein said. “Based on past history, you’ll get paid up to six months later,” DeRollo said. “Frankly, there’s a trust issue right now, with how officers feel because of how quickly the about-face happened.”

The police union has called him unstable. Activists accuse him of supporting racist institutions. Even longtime allies said his decisions during the recent protests over police brutality hurt Los Angeles’ communities of color. Mayor Eric Garcetti’s handling of the demonstrations and his subsequent actions drew criticism from an array of groups, wide pushback unseen during his seven years leading the city. Garcetti, known for avoiding political risk, has appeared at times whipsawed by the protests and their aftermath.

A key committee of the Los Angeles City Council agreed Monday to cut the Police Department’s budget by more than $133 million, slashing police overtime pay in the coming year and taking the size of the force well below 10,000 officers. The Budget and Finance Committee endorsed the reductions on a 4-to-1 vote, saying such a move would begin the process of reimagining public safety in L.A. while also helping the city cope with a major budget crisis. Councilman Curren Price cast the only opposing vote, after pushing unsuccessfully for a larger reduction of $150 million. Jerretta Sandoz, vice president of the union that represents LAPD officers, denounced the committee’s actions, saying they would result in fewer patrols and longer response times. “It’s a bad deal for neighborhood safety and a bad deal for taxpayers,” she said in a statement.

A shooting in Venice Monday evening left two people dead, police said. Los Angeles police said the shooting occurred at about 9:20 p.m. near the corner of Lincoln Boulevard and Rose Avenue. One victim was pronounced dead at the scene. The second victim was taken to a hospital and later died. Video from the scene showed firefighters and police officers near a CVS Pharmacy as an investigation was underway. Police said they were searching for two male suspects, both wearing dark clothing. Details on what led up to the shooting and if it was gang related was not known.

A young woman who authorities believe took part in an armed carjacking was killed, and three men were hurt, following a police chase and crash in South Los Angeles late Sunday night. According to Los Angeles police, the incident began when a man and woman carjacked a driver at gunpoint at the intersection of West 25th Street and South Congress Avenue. Police located the stolen car — with the male suspect behind the wheel and the female suspect in the front passenger seat — and gave chase. Around 11:50 p.m., about three miles from the scene of the carjacking, the suspects slammed into a car which was making a left turn at the intersection of Normandie Avenue and 60th Street, police said.

A 19-year-old man was arrested in connection with the fatal shooting of a man near Echo Park Lake, authorities said Monday. The shooting occurred about 11:40 p.m. Friday in the 700 block of Echo Park Avenue, near the Echo Park boathouse, according to the Los Angeles Police Department. The victim, whose name has not been released, died at a hospital, police said. 

Hollywood producer David Guillod surrendered to authorities in Santa Barbara County on Monday after a three-year investigation culminated in him being charged with the rape or sexual assault of four women. Guillod, 53, a high-profile Hollywood talent manager, is facing multiple felony charges, including rape, kidnap to commit rape and rape of a drugged victim in connection with four alleged attacks in May 2012, December 2014 and January 2015. The producer of the movies “Atomic Blonde” and Netflix’s “Extraction” was accompanied by his attorney, Philip Cohen, when he turned himself in to Santa Barbara County sheriff’s investigators Monday. Guillod ran Primary Wave Entertainment, a talent agency, until 2017, when actress Jessica Barth, a leading voice in the #MeToo movement, accused him of drugging and sexually assaulting her five years before.

A 57-year-old convicted killer who served nearly three decades in state prison for fatally beating and stabbing his stepmother pleaded guilty Monday to murdering a retired doctor at her East Los Angeles home late last year. Timothy Chavira was immediately sentenced to life in prison without the possibility of parole for the Dec. 7 killing of 76-year-old Editha Cruz de Leon at her home in the 3900 block of North Van Horne Avenue. Victim impact statements are scheduled for July 20. Based on his prior conviction for murder, Chavira had been eligible for the death penalty. The victim’s body was found a day after she was killed. She died of sharp force injuries and strangulation, according to the Los Angeles County coroner’s office.

A convicted murderer serving a life sentence in a state lockup was sentenced Monday in Los Angeles to over 15 years of federal time for running a drug ring that smuggled narcotics into the prison with the help of his son and the institution’s then-cook. Lamont “Mont” Devault’s federal sentence will begin if he is paroled from his state prison term, which began in 2002. He will be eligible for parole from state prison in March 2031, according to the California Department of Corrections and Rehabilitation. After a three-day trial in February, a federal jury found 49-year-old Devault guilty of conspiracy to distribute methamphetamine and other controlled substances, possession with intent to distribute methamphetamine, and possession with intent to distribute heroin.

Los Angeles County health officials stated Monday that the county is seeing an increase in COVID-19 community spread, as they reported 2,571 new cases and 18 additional deaths, bringing the totals to 85,942 cases and 3,137 deaths. County Public Health Director, Dr. Barbara Ferrer, said that there have been numerous days over the past week where the number of daily coronavirus cases reported has been higher than 2,000. “The numbers do tell us that we’re seeing an increase in community transmission," said Ferrer. "What we haven't really been able to do because we have such a high volume of cases coming in is really pinpoint whether or not the exact source of exposure was a protest, but I do want to say it's highly likely given the increasing numbers that we're seeing that some of this is, in fact, people who may have been in a crowded situation at one of the protests where there was spread," said Ferrer.

California shattered its single-day record for most new coronavirus cases Monday as the number of people hospitalized statewide due to the virus also reached record levels. As of Monday evening, county health departments had reported more than 6,000 new cases, with several counties still yet to report, according to data compiled by The Chronicle. California hadn’t exceeded 4,515 new cases in a single day previously, according to the state’s health department. Monday’s number included some counties reporting multiple-day totals after not updating their case counts over the weekend, and state officials note that daily case counts might not represent true day-over-day change due to lags in reporting of results.
