Contact Me Here Celebrating the Massive Win for Upstate New Yorkers in the One Big Beautiful Bill The One Big Beautiful Bill is a historic win for Central New York and a bold step forward in revitalizing American manufacturing. This legislation puts American workers, manufacturers, and small businesses first. The bill includes the expansion of the Advanced Manufacturing Investment Credit, a provision I championed to expand domestic semiconductor production and bring high-tech jobs to Upstate New York. With this credit, we are sending a clear signal that America is committed to leading in advanced manufacturing and reshoring critical industries that were once shipped overseas. This bill delivers real results for our region. It lays the foundation for long-term economic growth by supporting the semiconductor sector, encouraging investment in our communities, and reinforcing the importance of supply chain security. As home of the Micron project and an up-and-coming high-tech corridor, Central New York is poised to become a national leader in innovation and production. I was honored to help pass this legislation and will continue working to make sure our region reaps the full benefits of this once-in-a-generation investment. Upstate Leaders Applaud the Passage of the One Big Beautiful Bill Leaders across Upstate New York agree: the passage of the One Big Beautiful Bill is a transformative moment. I fought to include key provisions like the expansion of the Advanced Manufacturing Investment Credit to help grow our domestic semiconductor industry, create good-paying jobs, and secure our supply chains. Here’s what Upstate leaders and industry experts are saying about this historic win for Central New York: “We thank Congresswoman Tenney for her leadership on the BASIC Act, which increased the Advanced Manufacturing Investment Credit—a key provision included in the One Big Beautiful Bill. Micron strongly supported this legislation, which strengthens U.S. manufacturing, drives innovation, and helps develop Upstate New York’s burgeoning semiconductor ecosystem as well as other hubs across America.” — Sanjay Mehrotra, Chairman, President & CEO, Micron “Reshoring the advanced manufacturing and semiconductor industries is critical for both economic and national security. Thanks to the leadership of Congresswoman Tenney to preserve and increase the Advanced Manufacturing Investment Credit, Onondaga County and Central New York are even closer to becoming the national epicenter for memory technology semiconductor manufacturing.” — Ryan McMahon, Onondaga County Executive “Congresswoman Tenney’s BASIC Act was the foundation for the inclusion and expansion of the semiconductor advanced manufacturing tax credit in the One Big Beautiful Bill. This provision is vital to maintain U.S. global competitiveness as we reshore critical semiconductor manufacturing.” — Dr. Thomas Caulfield, Executive Chairman, GlobalFoundries “Increasing the Advanced Manufacturing Investment Credit advances Syracuse’s emergence as a leader in domestic chip production. This support cements the region’s role as a vital hub for advanced manufacturing and innovation, while also bolstering our national defense and economic resilience.” — Ben Sio, Acting President & CEO, CenterState CEO “Securing the increase of the Advanced Manufacturing Investment Credit through the One Big Beautiful Bill is a significant win for New York and its goal of being the leader in semiconductor manufacturing. We applaud Congresswoman Tenney for leading the fight on this legislation.” — Heather Mulligan, President & CEO, The Business Council of New York State As your representative in Congress, my top priority is championing legislative initiatives that benefit you and your families. Each week, I review numerous bills and letters, engaging in thorough discussions with members of our community to determine which actions to support and address your needs. Below are a few bills I recently cosponsored. H.R. 2854, the Neighborhood Homes Investment Act: This bill would create a federal tax credit for the development or rehabilitation of homes where development costs exceed market value. This legislation aims to create more homeownership opportunities and incentivize community development of new and rehabilitated homes for current and prospective homeowners. H.R. 1151, the Freedom to Invest in Tomorrow’s Workforce Act: This bill would permit the use of the tax-advantaged 529 savings plan account funds to pay for post-secondary training programs. Most of America’s workforce needs involve middle-skill jobs that demand more than a high school diploma but less than a bachelor’s degree, and key industries are struggling to find adequately trained workers for these roles. This legislation encourages savings for proper training to expand access to career development. H.R. 1328, the Supply Chain Security and Growth Act of 2025: This bill would amend the Internal Revenue Code of 1986 to establish a critical supply chain reshoring investment tax credit. As we focus on American manufacturing and strengthening our economic supply chains, this legislation will encourage vital sectors like semiconductors, pharmaceuticals, and advanced materials to produce and supply within the U.S. This tax credit will only be available to U.S. entities not owned or controlled by restricted foreign countries of concern, and it will be limited to a 40 percent credit on qualified investments. H.R. 2547, the Secure Family Futures Act of 2025: This bill would repeal the outdated capital tax treatment of debt investments held by life insurers, such as bonds, and apply ordinary tax treatment to them. This legislation would ensure that investments made by insurance companies are treated equally under the tax code, thereby providing for better investment opportunities and helping families and businesses access the necessary resources to secure their futures. H.R. 534, the CONTAINER Act: This bill requires the Department of the Interior and the Forest Service to allow border states to place temporary, movable structures on federal lands adjacent to the U.S.-Canada and U.S.-Mexico borders without a special use authorization. Border security will always remain our priority, and President Trump is ensuring that we stop dangerous cartels from human and drug trafficking. This legislation allows for further collaboration with border States to erect barriers in coordination with U.S. Customs and Border Protection. While the Biden administration attempted to punish States for attempting to secure the border, President Trump and House Republicans are working together to ensure that our communities are safe. Reintroducing the Timothy J. Barber Act Heat-related illnesses like hyperthermia are entirely preventable, yet they continue to claim lives. The Timothy J. Barber Act, named in honor of a young New Yorker who tragically passed away from hyperthermia while working in Geneseo, NY, directs the Department of Labor to evaluate and strengthen the effectiveness of OSHA’s technical assistance and compliance support related to heat safety. These tools are essential for helping small businesses implement common-sense protections without incurring excessive costs. While we can’t bring Tim back, this legislation honors his memory by working to prevent such tragedies from happening again. Celebrating 200 Years of the Erie Canal with the Albany Symphony Our team joined our local officials and the community of Medina to listen to the Albany Symphony and celebrate the 200th anniversary of the Erie Canal. The Symphony performed new music specifically created to remember the history and significance of the great Erie Canal. Thank you to all who attended this fantastic event!
