One year of a Labour Government, and in the last month alone we have seen a slew of announcements from Ministers demonstrating that, despite the terrible inheritance of the Conservatives, Labour is making a difference. The Housing Bank to finance half a million new Homes A Windrush Commissioner to right the wrongs experienced by so many who came to the UK from former colonies Billions to be spent across the country in Transport including a long-term funding settlement for TfL 500,000 more families in London will benefit from the Warm Homes Grant: - anyone in a household where someone is receiving welfare benefits will now receive £150 during winter to help heat their home. Investing in the NHS to cut waiting lists, which are now falling 6700 more mental health workers have been recruited 4000 more places created in school nurseries Welfare Reform: It’s not all plain sailing, but I am glad that the Government listened to those of us who had serious concerns about aspects of the Universal Credit and Personal Independence Payments Bill. I now feel able to support the Bill, and ensure that the Reforms really do enable disabled people and those with long-term conditions can live with dignity without worrying they are to lose their essential benefits, now and in the future…

IN THE COMMONS in June:

Leasehold: With so many constituents who are leaseholders and affected by weaknesses in UK leasehold law, I led a well-attended debate on Leasehold Reform in Westminster Hall on the issues. Whilst the Labour Government is addressing many of these weaknesses, there is more to do. If you’re affected two useful sources of information and support are; the Government’s Advice Service LEASE and the independent Leasehold Knowledge Partnership, set up by leaseholders affected. And do let me know if you are having issues around service charges, managing agents, etc. Humanist Marriage: I spoke in favour of the Government reforming the law to allow for humanist weddings, to enable people to get married by a 'celebrant' in a non-religious setting in front of their family and friends without the need for a registrar. Abortion: I voted to decriminalise late-stage abortion for the woman. Too often those responsible for terminating their own pregnancy after 20 weeks are vulnerable and need care and should not be dragged out of their hospital bed and treated as a criminal. Women having late miscarriages are also treated this way. Now women will not be criminalised. There is no change to the existing 24 week rule. Doctors and others would still face prosecution if they carried out an abortion after 24 weeks. Fake eBikes The use of fake e-bikes poses huge risks; they break speed limits, are dangerous to both riders & other road users and pedestrians, and their batteries cause dangerous fires. The Cycling and Walking All Party Group has just published a report. As a result of my intervention in Transport Questions on this, Minister Simon Lightwood and I are meeting to discuss this issue. Assisted Dying: I voted to introduce the “Terminally Ill Adults (End of Life) Bill", indeed I was a sponsor of the Bill because I have long believed that Adults facing imminent death through terminal illness, who are of “sound mind”, should be able to choose where and when they die, and who they want with them at the time. Firstly: I know from meeting family members of those who have died of a terminal illness, that the current system is unfair; people who can afford it can go to Dignitas, but have to go alone. Secondly, whilst I completely support improving palliative care in the UK, even with the best palliative care and most modern drugs – some conditions still involve excruciating pain or suffocation day after day, with the end of life that robs people of their dignity and freedom. Finally, the detailed process of scrutiny that this Bill went through ensured it had the strongest safeguards and legal limits of any similar legislation in the world. Assisted Dying will not be available to those who are mentally ill, have anorexia or learning disabilities. The Bill now goes to the Lords for further debate and possible amendment.

LETTERS sent in June: Following many letters from constituents here on work visas who have assumed the can get Indefinite Leave to Remain after 5 years, I wrote to the Home Secretary expressing concern about the impact that the proposal to extend this to 10 years is having on their lives. (And of course this proposal has no connection with asylum seekers arriving by boat) · Following my concerns about the 65 bus, I wrote to TfL again, this time about the unreliability and overcrowding on the 235

AS TRANSPORT COMMITTEE CHAIR: Regional Growth and HS2: I welcomed the Government’s Infrastructure statement but (again) asked for progress on the future of HS2 beyond Birmingham. The Chief Secretary to the Treasury, Darren Jones MP in response, led me to believe the Spending Review the following week would bring news, but it didn’t. …..

South West Railways: I met the CEO of the newly nationalised SWR, as both an MP whose constituents use SWR (as do I) and as Transport Committee Chair. Laurence Bowman has experience both at Network Rail and running a train operator so is in a good position to cut through the challenges caused by the historic separation of track and train. I raised my concerns about the ageing trains that break down too often meaning we have to put up with all-too frequent cancellations and overcrowded 4-car trains on the Hounslow loop line. He agreed this is unacceptable , but the new Arterio trains will take time to roll out as the drivers get trained meanwhile.

COMMUNITY UPDATE

School Repairs: Lampton Academy and Heston Community School will both receive funding as part of the national scheme which is seeing £2.1 billion invested into our school estates across the country. Under the Conservatives our schools were crumbling - one school I visited had to close their playground due to the state of disrepair.

Kinship Carers I visited the local group and heard about their experience and challenges caring for children after their parents, for a wide range of reasons, are not able to. Without kinship carers, many of these children would be in the Care system. I learned that kinship carers and children don’t receive the same support or recognition as foster or adoptive parents but am glad that the Government is consulting on a similar allowance to foster parents. Finally, it was devastating to hear that a young man who tried to break up a fight in Hounslow Town Centre ended up losing his life after being stabbed. Arrests have been made, but I deeply regret that warnings from so many of us about rising levels of drug-dealing and anti-social behaviour in the Town Centre have not had a proper response from the Police. I, along with Hounslow Councillors, local businesses and the community campaigned for years for a specialist Town Centre team. We achieved this, and crime and anti-social behaviour was reduced for a while. But the team has consistently been under-staffed, despite us raising our concerns with the senior officers covering the borough.
