The best way to guarantee that parents can exercise their right to opt-outs under Mahmoud—not to mention their right to take charge of their own schools—would be for states to mandate curriculum transparency by law. True curriculum transparency would restore the ability of parents—and voters—to democratically control what schools actually teach. In the absence of such transparency, the classroom is a black box.
