Powerhouse: CNBC Ranks Michigan No. 6 in Top States for Business

Michigan is the No. 6 state for business according to CNBC's America’s Top States for Business 2025 [ [link removed] ] list – the highest the state has ranked since the list was launched [ [link removed] ]. The state moved up three spots from No. 9 on last year’s list and appears in the top 10 for the fourth time powered by the state’s economic development framework focused on People, Places, and Projects that ensures anyone can ‘Make It in Michigan.’  

“Team Michigan is honored that our ascent to No. 6 in CNBC’s Top States for Business ranking is further recognition of the vision and collaboration driving our ‘Make It in Michigan’ economic development strategy,” said *Quentin L. Messer, Jr., CEO of the Michigan Economic Development Corporation (MEDC).* “This ongoing momentum is the result of companies of all sizes investing in Michigan’s greatest asset, her people, Governor Whitmer’s leadership, bipartisan support of economic development by the Michigan Legislature and dedicated work of our local and regional partners. While we celebrate this latest Top 10 ranking, we remain laser-focused on the mission: moving Michigan to No. 1, guided by our shared commitment to executing the ‘Make It in Michigan’ strategy focused on People, Places and Projects on both peninsulas.”

Michigan comes in at sixth overall in the 2025 rankings [ [link removed] ], ahead of Georgia, Indiana, Tennessee, and Minnesota, while improving its position in the five top sub-categories, including: 


* 4th for cost of doing business, up from 12th last year and ahead of Texas. 
* 13th for workforce, up from 18th last year.
* 14th for quality of life, up from 24th last year.
* 15th for infrastructure, up from 24th last year.
* 18th for economy, up from 38th last year. 

The CNBC study of America’s Top States for Business, now in its 19th year, uses a data-driven methodology [ [link removed] ] incorporating 135 metrics. It is not an opinion survey, but uses empirical data on state performance, calculated on a per capita basis or adjusted for state GDP where appropriate to allow for a level playing field between large and small states.

“Michigan is on the move, and I am so proud that we just reached our highest ever rank in CNBC’s list as a top ten state for doing business,” said *Governor Whitmer.* “We’re on the rise because all across the state, we’re bringing people together to create jobs, bring advanced manufacturing home, lower the cost of job training, and fix our damn roads. This national recognition is yet another sign that we’re making progress, and to keep our momentum going strong, we will keep a close eye on any impact that uncertainty caused by national tariffs and federal budgets could have on our state’s economy. Here in Michigan, we will continue rolling up our sleeves and getting things done.”

The CNBC Top States for Business ranking builds on a series of recent accolades for Michigan, highlighting the state’s leadership in talent, energy, and business attraction. 


* Michigan was named [ [link removed] ] a top 10 state for business climate in November 2024, according to Site Selection Magazine's annual Top State Business Climate Rankings [ [link removed] ]. This ranking marked the third year in a row the state has risen on the list.
* Corning’s $900 million investment for a new manufacturing facility in Richland Township, announced in February 2024, was recognized as a Manufacturing Project of the Year in Area Development’s 20th Annual Shovel Awards [ [link removed] ] and in the Clean Energy Manufacturing category of Business Facilities’ 2024 Impact Awards [ [link removed] ].
* Michigan was recognized [ [link removed] ] with a statewide Economic Development Organization Award from Business Facilities magazine in June 2025 for the MEDC Talent Action Team [ [link removed] ], noting that MEDC has “invested to create a bold talent attraction and retention strategy. Continuously changing industries like advanced manufacturing require new skill sets and extensive training in a short amount of time.”
* Business Facilities also recognized Michigan metro areas in its 2025 Metro Rankings [ [link removed] ], with Detroit as a Tech Talent Leader (No. 3 in the mid-sized labor pool category) and Large Manufacturing Hub (No. 9), and Grand Rapids/Kentwood as a Small Manufacturing Hub (No. 2).
