The Wyoming Environmental Quality Council will consider proposed revisions to the Wyoming Department of Environmental Quality Water Quality Rules Chapter 28, Standards for Issuing Permits for Commercial Oilfield Waste Disposal Facilities, Docket 25-3102, at a hearing to be held on September 17, 2025, in the Eastern Wyoming College Board Room, 3200 West C Street, Torrington, WY 82240, starting at 1:00 p.m. (MDT).

The proposed Chapter 28 revisions (1) add a new passage to specify notification requirements for existing leak detection standards for consistency with current practice; (2) clarify freeboard design requirements; (3) narrow and clarify the applicability of public notice requirements to streamline the process for permittees and for consistency with other Water Quality Programs; (4) update incorporation by reference materials to incorporate new versions of materials, as appropriate; and (5) correct formatting and numbering throughout the chapter. The chapter meets minimum substantive state statutory requirements per W.S. § 16-3-103(a)(i)(G).
