⚖️ What the Federal Tax Bill Means for Affordable Housing

Last week, President Trump signed the federal budget bill H.R. 1 into law. Among the tax provisions included, the bill permanently expands two provisions of the Low-Income Housing Tax Credit (LIHTC) program, as well as the Opportunity Zone (OZ) incentive. The tax credit provisions are estimated to halve the amount of tax-exempt bonds needed to tackle California’s affordable housing pipeline, from $9.1B to $4.5B. The affordable housing community has long advocated to expand these critical financing programs, and the permanent status of the programs is a meaningful victory for our long-term goals.

Unfortunately, the package also includes devastating cuts for the communities we serve: the bill cuts over $1 trillion in funding for vital safety net programs, including Medicaid and the Supplemental Nutrition Assistance Program (SNAP). Approximately 12 million citizens will lose healthcare coverage, and nearly 22.3 million people will lose SNAP benefits. This bill, as a whole, will create more economic instability than it resolves, and housing will continue to be out of reach for those with the most urgent affordable housing needs.

What's Next? Congress will now move its focus to funding the federal government in the coming fiscal year, which begins October 1. Urge Congress to expand, not cut, funding for vital affordable housing and homelessness assistance programs! Use NLIHC’s toolkits and resources to take action on 2026 funding.

 

🏘️ Finding Solutions Together: Affordable Housing in the State Budget

The 2025-26 state budget has officially been signed by the Governor, and the impact of NPH’s membership-based advocacy efforts have never been more clear. This year’s budget negotiations opened with an initial proposal of $0 for housing and homelessness, and now the final state budget contains: 

  • $500M for the state Low Income Housing Tax Credits (LIHTC)
  • $120M for the Multifamily Housing Program (MHP) 
  • Increased funding for the Department of Housing and Community Development (HCD) to support the Housing and Homeless Accountability, Results and Partnership unit
  • $500M allocation for the Homeless Housing and Assistance Program (HHAP) in FY 2026-27

These budget choices provide critical capital funding that enable our members to continue moving affordable housing and homelessness solutions forward – so we can deliver on our state’s housing goals and make progress on creating a future where all our neighbors have a safe, stable, and affordable place to call home.

 

🏗️ Project Spotlight: Grand Opening of Bell Street Gardens

Resources for Community Development (RCD) invites you to celebrate the Grand Opening of Bell Street Gardens, their newest affordable housing community in Fremont, on Wednesday, July 23 from 10-11:30AM. Join them for light refreshments, remarks from their partners and a resident, and a tour of the property.

Bell Street Gardens is located on the corner of Bell Street and Mowry Ave. in Fremont. The development includes the renovation of an existing two-story motel and the creation of a new four-story building. The new development provides 79 renovated apartments and 49 newly constructed apartments for a total of 126 deeply affordable apartments for families and individuals and two property manager apartments.
