Welcome to the 2nd Edition of the St. Louis Young Democrats newsletter, where you'll find information about the City, State, and Federal government and other relevant news. In this edition you'll find a short analysis of the "Big Beautiful Bill" (more like Big Ugly Mess...), that outlines some of the harm that this legislation will cause to working class individuals across the United States.

** City News

** City offers new programs for individuals affected by May 16th tornado.

In a July 1st press release, Mayor Cara Spencer announced four new assistance programs for residents affected by the tornado. Focused on minimizing further damages and providing residents with professional services to help them rebuild.
The programs include Emergency Stabilization, Electricity Reconnection, Ask and Architect, and the Contractor Registry. For more information on elegibility and how to access these programs you can contact 311, Citizens' Service Bureau (314) 622 - 4800, or here ([link removed]) .

The application for FEMA Aid ([link removed]) assistance has a deadline of August 11th, if you or someone you know has been affected by the tornado please apply soon.

** House Republicans seek to overturn will of the voters - again.

Across the state many worked to gather signatures, educate voters, and fight for the passage of Amendment 3. In November of 2024 Missourians voted to enshrine abortion and reproductive freedom in the Missouri Constitution.

Now, Republicans are attempting to take that away by undermining the will of the people. HJR 73 ([link removed]) , has passed through the Missouri Legislator. This won't be without a fight - the ACLU of Missouri has filed a lawsuit challenging the ballot language of the proposed amendment. Additionally, in their petition they allege the amendment is unconstitutional as it violates the single subject provision of the state Constitution. This is because HJR 73 also includes provisions that would ban gender affirming care ([link removed]) for minors and require that any lawsuit relating to reproductive rights be filed in Cole County.

ACLU attorney Tori Schaffer said, “It certainly feels a lot like deja vu to go back into Cole County and argue again over a misleading and inaccurate ballot summary statement from a Missouri politician,” in an interview with the Independent ([link removed]) .

** Missouri can restart abortion services - again, after a judge freezes state restrictions for the third time

Earlier this year Jackson County Circuit Judge Jerri Zhang issued an order overturning licensing requirements for abortion facilities. Judge Zhang found these requirements to be discriminatory as they only applied to abortion providers. “The Court finds the facility licensing requirement is facially discriminatory because it does not treat services provided in abortion facilities the same as other types of similarly situated health care, including miscarriage care,” Zhang wrote in the order ([link removed]) .
The Missouri Supreme Court overturned Judge Zhang's order on a technical legal grounds. However, she has issued her third order to stay the enforcement of state provisions that would otherwise restricted access to abortion in the State. In a joint statement the Missouri ACLU and Planned Parenthood affiliates indicated the Kansas City clinic will begin offering abortion services Monday.

** Republicans pass "One Big Ugly Bill".
------------------------------------------------------------
Washington, D.C. - Republicans in both the Senate and the House have worked to advance legislation referred to as "One Big Beautiful Bill", H.R. 1 as it's otherwise known has been passed by both chambers of Congress and sent to the President's desk.


Republicans have argued that this legislation will reduce the Government's deficit. However, the nonpartisan Congressional Budget Office (“CBO”) has refuted this claim with their analysis. From the CBO, this legislation would increase the deficit by $3.4 trillion over the next ten years ([link removed]) . Not only does this add more debt, it also has the potential to cause an estimated 16 million Americans ([link removed]) to lose the healthcare they receive under medicaid.


Our US Senators and many of our Representatives voted for this legislation that harms the very people they claim to represent in Washington. To check how your Congressperson voted, visit here ([link removed]) .

Some additional items changed by this legislation include:
* Removal of “Direct File” with the IRS
* Removal of a sales tax on silencers for firearms
* Amends the work requirements for SNAP (Supplemental Nutrition Assistance Program), which removes eligibility for veterans, unhoused individuals, and individuals age of 55-64 unless they meet the work requirement of at least 20 hours a week.
* Rescission of $3.4 billion in funding for “Air Pollution Reduction”, “Greenhouse Gas reduction”, “Diesel Emissions reduction”, and grant funding for Greenhouse Gas Air Pollution planning and implementation.
* An increase of $128 billion on “Security” spending over the next ten years, including for the following:
+ Border Infrastructure and Wall system
+ “Detention Capacity”
+ Presidential Residence Protection, increased by $300 million
