Good morning and happy Saturday.
I hope you had a wonderful Fourth of July yesterday as we celebrated our nation’s 249th birthday. Next year marks a major milestone—America’s 250th—and the planning is already underway.
As you may know, I serve on the America 250 Commission, and President Trump has expressed his desire for it to be one of the greatest celebrations in our nation’s history. While it’s still a year away, preparations are in full swing to ensure it's an event worthy of the occasion.
It’s also been a busy month in both Washington and across the Fourth District, and I wanted to take a moment to share a brief update with you.
The One Big Beautiful Bill

Thursday afternoon the House passed President Trump’s “One Big Beautiful Bill,” a sweeping legislative package that delivers on the America First agenda. It wasn’t easy getting this bill over the finish line, but we got it done. I want to commend Speaker Mike Johnson for his steadfast leadership in the House and thank President Trump for his continued commitment to restoring American prosperity, securing our border, and uplifting working families. This bill keeps taxes low, eliminates taxes on tips and overtime and provides for our national defense and secures the border.
One of the most meaningful victories for me personally was the inclusion of the refundable Adoption Tax Credit — something I’ve fought hard to get into this bill. As someone who has always stood for pro-life and pro-family values, I believe no family should be denied the chance to adopt because of financial barriers. This provision ensures that families of modest means can receive the full benefit of the tax credit, regardless of their federal tax liability. It’s a win for children, a win for adoptive families, and a reflection of our commitment to the most vulnerable among us.
Despite what many of my Democrat colleagues and the national news media have claimed, this bill does not remove children or veterans from Medicaid or food assistance. What it does do is restore these vital programs to their original purpose — providing a safety net for the poor, pregnant women, children, and individuals with disabilities. The reforms we've made will help ensure that Medicaid remains focused on its core mission and continues to serve those who truly need it most. Not for able bodied people who just don't want to work.
Supreme Court Rules to Protect Parental Rights in Mahmoud v. Taylor

This past month, the Supreme Court ruled in favor of parents in Mahmoud v. Taylor, affirming their right to make decisions about how their children are educated on topics like family life and human sexuality.
I applaud the Court’s decision — children belong to families, not the state. Parents should have a say in how sensitive topics are introduced in the classroom, and this ruling is a strong victory for both parental rights and religious freedom.
In this case, a group of Maryland parents from diverse faith backgrounds simply asked for an opt-out option from classroom materials promoting certain sexual and gender ideologies. They weren’t trying to ban books — just to exercise a common-sense parental choice.
I was proud to lead an amicus brief in support of these families, joined by Senator Bill Cassidy, 60 House Members, and 17 Senators, underscoring Congress’s long-standing commitment to protecting parental rights.
Supreme Court Rules to Uphold Tennessee’s Child Protection Law

As Chairman of the House Values Action Team, I also applaud the U.S. Supreme Court’s decision in United States v. Skrmetti that upheld Tennessee’s law protecting minors from irreversible and life-altering medical treatments.
This decision safeguards our most vulnerable, our children, from irreversible and unnecessary medical treatments that carry dangerous risks. This ruling reaffirms that protecting the health and well-being of minors is not just a state’s right, but a moral imperative. I will continue to fight to ensure that states can protect children from harmful medical practices and uphold the values that define our nation.
After the previous administration challenged the law in federal court, the Supreme Court’s ruling confirms that states have the authority to act in the best interest of children and safeguard them from high-risk and irreversible interventions. This is a victory for America's children and parental rights.
Co-Sponsor of the Border Operations Service Medal Act

I had the opportunity to sign on as a cosponsor to the Border Operations Service Medal Act introduced by Tim Moore. This is a long-overdue honor to the U.S. service members and federal personnel who not only enforce our laws but also help secure our communities. Our men and women serving on the front lines of the southern border operate under challenging and often dangerous conditions to protect Americans from violent threats.
I fully support Congressman Moore’s effort to ensure they receive the recognition they have earned. The legislation issues a Border Operations Service Medal to military and National Guard personnel who served in designated border operations beginning January 1, 2025.
DUAL (Defense United Access to Learning) Act to Expand College Credit Opportunities for Military-Dependent Students in DODEA Schools
This month, I introduced the DUAL (Defense United Access to Learning) Act — a bill that would expand dual enrollment opportunities for high school students in military families attending Department of Defense Education Activity (DODEA) schools.
Right now, DODEA students must pay out of pocket and coordinate with colleges on their own to earn college credit, unlike most public school students who benefit from state-supported programs. The DUAL Act would fix this disparity by authorizing DODEA to partner with accredited colleges and use existing funds to offer these programs — with no new spending required.
Military families already sacrifice so much. Their children deserve equal access to college credit programs that prepare them for the future. This bill helps level the playing field for the roughly 12,000 students in DODEA high schools, both at home and abroad, by removing financial and administrative barriers.
The DUAL Act is a commonsense step that honors the service of our military families by investing in their children's education and success.
Celebrating 50 Years of Muller in Albertville, the Fire Hydrant Capital of the World
I had the honor of joining the celebration at Mueller in Albertville, Alabama, proudly known as the Fire Hydrant Capital of the World. For 50 years, Mueller has been a cornerstone of the local economy and a shining example of innovation and dedication. Their work has not only supported jobs here in our district but has also played a critical role in public safety across the country.
These fire hydrants aren’t just metal and bolts, they represent security and peace of mind for millions of Americans. Thanks to the skilled men and women at Mueller, neighborhoods from coast to coast are better protected. I want to extend my heartfelt congratulations to the entire Mueller team on reaching this incredible milestone and thank them for five decades of excellence.
New Colbert County EMA/911 Center

It was a privilege to attend the open house for the new Colbert County Combination EMA/911 Center, an important advancement in ensuring the safety and security of local residents. This facility brings together Emergency Management and 911 services under one roof, improving coordination and strengthening the county’s ability to respond quickly when emergencies arise.
What’s especially impressive is how the community repurposed a former TVA building into a modern, state-of-the-art center. This smart use of resources not only saves taxpayer dollars but also reflects a forward-thinking approach to public safety. This building stands as a true commitment to the people of Colbert County and their well-being.
Meeting FBI Deputy Director Dan Bogino
I had a productive meeting with Deputy Director of the FBI, Dan Bongino, to discuss the future of national security operations and the strategic importance of North Alabama.
Our conversation reinforced what so many of us already know—this region is uniquely positioned to support and expand our nation’s security infrastructure.
One of the most promising topics we discussed was the potential for relocating additional FBI assets to Redstone Arsenal.
The FBI’s growing footprint in the Tennessee Valley would bring tremendous benefits: more high-quality jobs, deeper collaboration with federal partners, and enhanced security capabilities right here in our own backyard. Redstone is ready. Alabama is ready. Let’s make it happen.
Fourth District Feel Good News: Naval Academy Cadets from the Fourth District Make it to Annapolis
I had the pleasure of presenting certificates to two outstanding young Alabamians — Natalie McCabe of Tuscumbia and Caleb Price of Florence — as they prepared to report to the United States Naval Academy. I was proud to nominate both of them earlier this year, and I’m even prouder to share that they’ve now made it to Annapolis and are well on their way in their journey to serve our country.
Natalie, a student at Muscle Shoals High School and daughter of Trip and Jill McCabe, has earned a well-deserved appointment to the Naval Academy. Caleb, from Florence High School and son of BJ and Elaine Price, has also joined the ranks of the Navy’s next generation of leaders. Natalie and Caleb embody the values of leadership, service, and determination that make our state proud. Fair winds and following seas as they continue this exciting journey!
