Dear John,
At a time when working families are confronting the worst affordability crisis in a generation—and the Trump-era tax breaks for the wealthiest Americans are finally set to expire—Congress had a chance to choose a better path. A path that lowers costs, reduces the national debt, and builds an economy that works for everyone.
Instead, the Republican majority jammed through a partisan budget bill, H.R. 1—the so-called “Big Ugly Bill”—that gives massive tax cuts to millionaires and billionaires and partially pays for it with the largest health care cut in U.S. history, devastating food assistance, clean energy jobs, and middle-class families.
This bill is not just bad policy—it’s dangerous. H.R. 1 slashes Medicaid by nearly $1 trillion and cuts Medicare by another $500 billion—stripping health care coverage from 17 million Americans, including 186,580 people in Connecticut’s Second District. It will raise health care premiums by an average of $1,560, overwhelm emergency rooms, and force hospitals to cut services or close altogether. That’s not speculation—it’s the warning issued by the American Hospital Association, Catholic Health Association, Children’s Hospital Association, and others.
This was a goal we couldn’t afford to miss – not after the “Big Ugly Bill” passed, which will put SNAP benefits at risk for 34,000 Connecticut residents and add over $3.4 trillion to the deficit, according to the nonpartisan Congressional Budget Office. All to hand even more tax breaks to billionaires like Jeff Bezos and Elon Musk.
Incredibly, while these cuts threaten to dismantle our health care and safety net, H.R. 1 makes the 2017 Trump tax cuts permanent—policies that overwhelmingly benefit the top 1% and have done little for working Americans—while ballooning the national debt to nearly $40 trillion, with monthly interest payments approaching $89 billion.
Over the past four months, I’ve heard firsthand how devastating this bill would be. From Lawrence + Memorial Hospital in New London to Johnson Memorial Hospital in Stafford, from community health centers in Putnam and New Britain to town halls in Groton, Windham, and Madison—the message is clear: H.R. 1 puts hospitals on the brink and patients at risk.
This bill also attacks jobs. By eliminating clean energy tax credits, H.R. 1 threatens 1.75 million construction jobs nationwide, including clean energy work underway at State Pier in New London. And by cutting nearly $200 billion from the Supplemental Nutrition Assistance Program, it leaves states like Connecticut to pick up the tab—while our food banks and meal centers are already stretched thin.
Let’s be clear: this bill is a betrayal of working families. It’s a gut check for the nation—and we failed it. But like any law, H.R. 1 can be overturned. I will continue fighting every day to repeal these dangerous provisions and to protect the health care, dignity, and financial security of the people I serve.
In Congress, I’ve worked hard to defend access to quality, affordable care and to protect the hospitals, jobs, and services our communities rely on. I’ve held town halls, visited health centers, and voted against H.R. 1 because I believe in a government that works for all Americans—not just the ultra-wealthy.
We’re building stronger every day – and together, we’re going to take back the House in 2026.
