ClearPath Action Rundown July 3rd, 2025
|
Happy
Thursday and Happy 4th of July 🇺🇸! |
1. PASSED: One Big
Beautiful Bill Act |
Congress passed the One Big
Beautiful Bill Act, preserving several key energy tax incentives that
will allow American energy developers to start building the next
generation of clean energy technologies. The legislation is set to be
signed by President Trump tomorrow.
The final version of the
bill:
-
Retains incentives for technologies
like advanced nuclear, geothermal, hydropower and
storage through 2032, and
continues solar and wind incentives through 2027 to avoid stranding
capital for projects currently in the pipeline;
- Preserves transferability provisions for the life of each energy
credit;
-
Creates parity in the
45Q carbon sequestration credit for all types of carbon use and
storage, including enhanced oil recovery;
-
Retains the
45X advanced
manufacturing incentive to
support domestic production of critical minerals and certain energy
components;
- Provides
a path for American energy producers to meet growing demand and shift
supply chains away from foreign entities of concern, like China;
and
-
Provides new financing authority for
the Loan Programs Office to support reliable energy technologies
like nuclear, and geothermal and energy supply chains.
What’s clear:
“There is strong bipartisan support for clean, baseload technologies –
policies that originated under a Republican Congress and Trump’s first
administration, continued during a Democrat-led Congress and Biden
administration, and continued today,” said ClearPath
Action CEO Jeremy Harrell.

2. Gov. Braun calls for
energy demand plan |
States are accelerating energy
production, as seen by Gov. Mike Braun’s (R-IN) plan for how the state
will meet growing demand for energy as part of a recent
executive
order.
The state energy growth plan
will:
- Maintain
an all-of-the-above approach to energy;
- Ensure
they meet power needs, and make Indiana an energy-exporting
state;
- Foster
innovation between the state and private sector; and
- Ensure
energy is affordable and reliable.
What’s clear: “Indiana’s economy is growing, and we need new solutions to meet
this accelerating energy demand reliably and affordably,”
said
Gov. Braun. “My
new Strategic Energy Growth Task Force will take an all-of-the-above
approach to meet the electricity demands of our growing economy in the
short-run, and plan for Indiana to become an energy export state and
national leader in nuclear energy for the long-run.”

Braun outlined the nuclear’s role in Indiana's energy future in a
recent
op-ed.

3.
Google and Commonwealth Fusion Systems power up
|
Fusion is closer than we think.
Google made a deal with Commonwealth
Fusion Systems
(CFS) to purchase 200 MW of power from its first commercial plant,
which is expected to begin delivering electricity in the early
2030s.
This deal:
- Is the
second investment from Google into CFS; and
- Aims to
power the increasingly large energy needs of data centers to power
their AI.
What’s clear: Carbon-free, clean energy is on the horizon. Easily accessible
and reliable baseload power makes fusion a technology that will
continue to be important in expanding American energy
dominance.

4. Nebraska farmers
embrace innovation to reduce emissions |
Members of the ClearPath team and
partners from the American Conservation Coalition and the Conservative
Coalition for Climate Solutions went to Nebraska
to learn firsthand
about the need for continued innovation
in agriculture.
Congress has an opportunity to
cement America’s energy and agricultural dominance in the coming
decades by:
- Reauthorizing the Agriculture Advanced Research and Development
Authority (AgARDA) to support cutting-edge agricultural
research.
- Establishing a network of research facilities to enhance the
understanding of biochar production and utilization.
- Providing federal support to innovations already taking root in
the bio-chemicals space.

firsthand the innovations taking place in the agricultural sector.

5. Sec. Rollins
unleashes American innovation |
The United States Department of
Agriculture (USDA) announced revisions to the National Environmental
Policy Act (NEPA), which could result in a 66%
reduction in regulations.
This reduction:
-
Modernizes the NEPA
process to support infrastructure and energy projects;
-
Reduces delays caused
by litigation and burdensome review processes; and
-
Delivers efficient
critical services to farmers, ranchers, foresters and rural
communities.
What’s clear: President Trump and the USDA are ensuring the NEPA process does
not cause unnecessary delays or prohibit American free enterprise
while still instituting reasonable considerations for environmental
impacts and streamlined operations.
|
-
The Bureau of Land Management
approved pipeline and geothermal projects to boost
energy independence.
-
The Nuclear Regulatory Commission
proposed accelerating
the review of the
TerraPower Natrium construction permit for their ARDP reactor in
Kemmerer, Wyoming.
- Tennessee Gov. Bill Lee wrote an op-ed
for the Wall Street Journal: Let
the TVA Power America’s Nuclear
Future.
|
ClearPath's Senior Program Director for International Policy, Nick
Lombardo, testified before the Board of the U.S. Development Finance
Corporation at their recent public hearing on DFC reauthorization and
the agency’s enhanced role in achieving U.S. energy dominance.
