The 2025-26 state budget has officially been signed by the Governor. In a challenging economic environment, NPH was proud to partner with lawmakers, members, and partners to identify a pathway that restored funding to the affordable housing programs that make progress for our communities.

The impact of NPH’s membership-based advocacy efforts have never been more clear. This year’s budget negotiations opened with an initial proposal of $0 for housing and homelessness. Now, the final 2025-26 state budget contains:

✅ $500M for the state Low Income Housing Tax Credits (LIHTC)
✅ $120M for the Multifamily Housing Program (MHP)
✅ Increased funding for the Department of Housing and Community Development (HCD) to support the Housing and Homeless Accountability, Results and Partnership unit
✅ $500M allocation for the Homeless Housing and Assistance Program (HHAP) in FY 2026-27

These budget choices provide critical capital funding to allow our members to continue moving affordable housing and homelessness solutions forward – so we can deliver on our state’s housing goals and make progress on creating a future where all our neighbors have a safe, stable, affordable place to call home.

But our work isn’t done yet. While budget negotiations have concluded, the legislative session continues. We have important work to accomplish, from securing a housing bond on the statewide 2026 ballot to finalizing the creation of the new Combined Housing and Homelessness Agency which will make it easier, faster, and more efficient to build affordable housing in the state of California, and more.
