As the debate on the reconciliation bill moves back to the House,

a new report from Urban Institute experts estimates the key impacts of changes to the Supplemental Nutrition Assistance Program (SNAP) as written in the Senate bill.


Using Urban&rsquo;s

Analysis of Transfers, Taxes, and Income Security microsimulation model, the researchers analyze the policy impact of the following provisions: capping increases to the Thrifty Food Plan, changes to work requirements, state matching funds requirements, and changes to non-citizen eligibility. When compared to current law,

the researchers find that:
- 22.3 million US families would lose some or all of their SNAP benefits. Among the four largest states, 3.1 million families in California, 1.7 million families in both New York and Florida, and 1.5 million families in Texas would lose some or all benefits. 5.3 million US families would lose at least $25 per month, with an average monthly loss of $146 ($1,752 annually).
- Among the 5.3 million who would lose at least $25 per month in benefits, 3.3 million are families with children, with an average monthly loss of $70 ($840 annually), and 3.5 million are working families&mdash;where at least one member works during the year.
- Among the 3.5 million working families losing at least $25 per month in benefits, 1.7 million have a full-time full-year worker.
- Average monthly benefit losses for families losing at least $25 per month would range from $72 in Kansas ($864 annually) to $231 in the District of Columbia ($2,772 annually).
