Air Monitoring Update
 The South Coast Air Quality Management District (South Coast AQMD) continues its expanded air monitoring efforts in response to ongoing debris removal efforts near the Eaton and Palisades fire areas.
Reported air monitoring data includes particulate matter (PM2.5 and PM10), air toxics (such as lead and arsenic), and asbestos in communities near the burn zones. The latest results are reported in this PDF document.
The public within and near the Eaton and Palisades burn areas is strongly encouraged to follow the safety precautions outlined by the Los Angeles County Department of Public Health to minimize the potential risk of exposure to ash, soot, and fire debris. Strong winds can carry ash and soot over a wider area, increasing the potential for exposure, so it is especially important to take extra care during weather fluctuations and windy conditions.

Housing Price Gouging Protections Extended through July 31
 The LA County Board of Supervisors has extended housing price gouging protections through July 31, 2025, for residents still displaced by the January 2025 wildfires.
These protections limit rent and hotel rate increases during a declared emergency and prohibit evictions followed by relisting at higher prices. This extension is part of the County’s ongoing local emergency response to the 2025 wildfires and is authorized under state law, which allows local governments to renew protections every 30 days to protect life, property, or public welfare.

Free Post-Fire Blood Lead Testing Available Through December 2025
 Residents who were near wildfires or burn areas are still able to receive free blood lead testing through December 2025 by the following two options:
1. Visit Your Medical Provider. Ask your doctor for a blood lead test. Testing is covered by most insurance plans, including Medi-Cal.

2. Schedule a Free Blood Lead Test at a Quest Lab. Call 1-800-LA-4-LEAD (1-800-524-5323) to request a free appointment. Testing is simple, confidential, and convenient.
The County of Los Angeles Department of Public Health has screened more than 1,500 adults and children at community events. To date, all but seven test results have been below the Centers for Disease Control and Prevention’s (CDC) blood lead reference value (BLRV) of 3.5 micrograms per deciliter (µg/dL), indicating no elevated blood lead levels among the vast majority of those tested.

📅 Economic Injury Disaster Loans: October 8, 2025 - Small businesses and most private nonprofit organizations located in a declared disaster area and which have suffered substantial economic injury may be eligible for a Small Business Administration Economic Injury Disaster Loan.  The County of Los Angeles has an introductory resource guide for planning, designing, and constructing healthy, fire resilient, and efficient buildings and properties. The resource guide is for property owners—and design and building professionals supporting property owners—faced with post-fire rebuilding. The resource guide also supports those considering retrofitting existing structures and/or building new structures regardless of fire impacts.

Self-Certification Pilot Program for Rebuilding in Unincorporated Areas
The Building Plan Self-Certification Pilot Program is designed to streamline plan review and help homeowners rebuild faster following the Eaton and Palisades Fires.
Under this program, California licensed architects and engineers can self-certify that their building plans comply with the Los Angeles County Building Code, eliminating the need for a full plan check review. Architects and engineers interested in participating in the program must register at recovery.lacounty.gov/rebuilding/self-certification.
A list of professionals registered to self-certify will be available at recovery.lacounty.gov/rebuilding. Only architects and engineers who register in advance will be able to self-certify plans.
Eligible projects include the replacement of single-family homes, accessory dwelling units (ADUs) and appurtenant structures that were damaged by the Eaton or Palisades Fire and are located in unincorporated areas of Los Angeles County.
All required approvals from other L.A. County departments – including Regional Planning, Public Health, and Fire – must still be obtained prior to the issuance of a building permit.
L.A. County Public Works will continue to offer traditional plan checks and other rebuilding tools, including preapproved standard plans that have already been reviewed for code compliance.

Free Testing for Lead
The Department of Public Health is offering free blood lead testing for those concerned about exposure to lead from the recent wildfires.
