We are excited to announce that HR 4022 has been filed by Representative Salud Carbajal (D – CA 24) on June 17, 2025, and co-sponsored by Representative Don Bacon (R – NE 2) and Representative Brian Fitzpatrick (R – PA -1).
This bill would amend title XIX of the Social Security Act to remove the exclusion from medical assistance under the Medicaid Program of items and services for patients in an institution for mental diseases, and for other purposes. This is an important bill, as it would end 60 years of discrimination that has prevented federal matching Medicaid funding for any facility with more than 16 beds for patients with mental illnesses, a policy that has led to the churn of ineffective, repeated revolving doors of hospitalizations that are too short to be effective, homelessness, incarceration, victimization and death.
