MONDAY E'NEWS Summer Legislative Update Thank you to everyone who contacted their state senators as a result of our action alert last week. The Senate Democratic majority approved several gun control bills on Wednesday, June 25 including the ghost gun ban, the bump stock ban, and the Capitol gun ban. However, those bills were referred to the Republican-controlled House Government Operations Committee the following day. This means that legislation is effectively dead for the remainder of the 2025-2026 legislative session. Senate Republicans introduced a Constitutional Carry package in early June as Senate Bills 406-410. MCRGO supports that legislation. MCRGO also supports the recently introduced House Bill 4586, which would lower the age of obtaining a CPL from 21 to 18. The current partisan division in the Michigan Legislature makes it unlikely that these bills will receive approval this session. House Bill 4285 is the only gun bill introduced so far that is likely to reach the governor's desk. It would provide firearms safety instruction through MDNR's hunter safety class as an elective program in grades 6-12. House Bills 4025-4026 have been stalled in the Senate since they passed the House in mid-March. They would extend the sales and use tax exemption on firearms safety devices. We anticipate several bills in the school safety package to become law. Those bills do not contain gun control provisions. You can check the status of all firearms legislation on MCRGO's website. Membership Report: 10,702 members as of 6.26.25, a decrease of 6.0% from March 2025. The decrease is due to a sizable drop in demand for CPL classes. The Treasurer provided a financial report. Attorney Steve Dulan provided a confidential legal update. OLD BUSINESS: The Executive Director provided an update on the two recent spring picnics. The Executive Director provided an update on the two upcoming fall picnics. The Executive Director discussed NRA Freedom Fest at Howell and another Livingston County event. MCRGO Master Instructor Ron Morgan provided an email update regarding the progress of the MCRGO CPL Course materials revision. President Chuck Perricone provided feedback on a dinner with Michigan Open Carry leadership. The Board reapproved MUCC Affiliation. Steve Dulan provided a funding update on L.A.I.D.s' Detroit Ladies Shooting Event. NEW BUSINESS: The Executive Director and Steve Dulan discussed NRA State Association developments. The Executive Director received Board permission to pursue an NRA State Associations grant for the development of a new CPL course legal video. Board members were briefed on the upcoming MCRGO Board Elections. The Board voted to place a bylaw amendment on the member ballot to create a Shooting Competitions Committee. The Board voted to place a bylaw amendment on the member ballot to create a Marketing Committee. LEGISLATION: The Board voted to oppose House Bills 4478 & 4479. The Board took no position on House Bills 4481, 4482, & 4483. The Board took no position on House Bill 4529. The Board voted to support House Bill 4586. The Board voted to support House Bill 4587. The Board voted to support Senate Bills 406, 407, 408, 409, & 410.
