House Passes Bill to Deport Illegal Aliens Convicted of Drunk Driving
This week, the House passed H.R. 875, the Jeremy and Angel Seay and Sergeant Brandon Mendoza Protect Our Communities from DUIs Act of 2025. H.R. 875 allows the United States to deport or deny entry to illegal aliens who are convicted of or admit to drunk driving.
In 2014, Sergeant Brandon Mendoza of the Mesa Police Department was tragically killed in a head-on collision with an intoxicated illegal alien. The alien had lived illegally in the United States for more than 20 years, had a prior criminal record, had been previously detained by Border Patrol in 2012, but was released back into the community by the Obama Administration. On May 12, 2014, while drunk, he drove more than 30 miles in the wrong direction on Phoenix area freeways before crashing into Sergeant Mendoza.
No family should ever have to endure the pain the Mendozas have. That's why we're making our communities safer by removing dangerous illegal aliens from American communities.
I advocated for Sergeant Mendoza’s name to be included in the title of the bill to honor his memory. I am thankful to Rep. Barry Moore (R-AL), the sponsor of H.R. 875, for indulging my request.
I am also grateful to Sergeant Mendoza’s mother, Mary Ann, who has channeled her loss into important advocacy for families victimized by illegal aliens.
Celebrating Life
Tuesday was the third anniversary of the Dobbs v. Jackson Women’s Health Organization Supreme Court decision, the ruling that overturned Roe v. Wade. Dobbs corrected a grave constitutional error and returned the power to protect life back to the States.
The decision reached in Roe was never grounded in sound law—it was judicial activism masquerading as jurisprudence. That activism resulted in the death of more than 60 million innocent lives.
But Dobbs gave power back to the people—back to the States. Since that ruling, we’ve seen states across the nation step up and declare what the Left refuses to admit. Human life begins at conception, and every child has the right to be born.

The Supreme Court also handed down their decision in Medina v. Planned Parenthood this week. They ruled 6-3 that state Medicaid programs can exclude Planned Parenthood. American taxpayers should never be forced to fund the abortion industrial complex.
I signed onto an amicus brief, led by Rep. Ralph Norman (R-SC), urging the Supreme Court to rule against Planned Parenthood. I am grateful for their decision to protect American taxpayers and the sanctity of life.
Hosting Acting ICE Director Todd Lyons for a Congressional Border Security Caucus Meeting
It was great to host Acting ICE Director Todd Lyons during this week’s meeting of the Congressional Border Security Caucus, of which I am the co-chair.
We had an insightful conversation about the important work ICE is doing across the nation.
We thank Director Lyons and his agents for keeping our country safe!

Urging Collaboration Between USDA and Farmers for Practical Solutions to Agricultural Setbacks
I led a letter to United States Department of Agriculture (USDA) Secretary Brooke Rollins urging her department to increase collaboration with agricultural professionals across the nation. Due to an ongoing international avian flu outbreak, Hickman Farms, a multigenerational farm that has served Arizona for nearly 85 years, has lost 95% of its flock—around 6 million birds. Congressman Biggs’s letter encourages the USDA to work closely with American farms to develop and implement effective disease prevention that respects businessowners’ independence.
Arizona’s farmers are among the hardest workers in the country.
The losses endured by Hickman Farms are tragic. I know they are eager to work with Secretary Rollins and the USDA to prevent others from experiencing the hardships they have.
President Trump and Secretary Rollins are working hard to ensure that America’s agriculture market has the resources it needs to thrive. I’m thankful for their commitment to farmers, and I look forward to keeping America’s agriculture great.

Meeting with Yavapai-Apache Nation Representatives
I was pleased to meet with Chairwoman Tanya Lewis and Councilwoman Genevieve Datsi of the Yavapai-Apache Nation.
We discussed the Yavapai-Apache Nation Water Rights Settlement Agreement and the importance of ensuring responsible water use and water policy across the state of Arizona.
Team Biggs Visits ASU’s Pat Tillman Veterans Center
This week, Team Biggs visited Arizona State University’s Pat Tillman Veterans Center.
With 12% of ASU students being current/former military or dependents, I’m grateful to ASU’s Student Veteran Association leaders for sharing their perspectives.
And thank you to ASU Hockey for the tour of Mullett Arena.
House Judiciary Committee Hearing
The House Judiciary Subcommittee on Immigration Integrity, Security, and Enforcement held a hearing titled “Restoring Integrity and Security to the Visa Process.” While border security and interior immigration enforcement are necessary to protect the homeland, so too is ensuring that aliens who seek to enter the United States legally are not bad actors aiming to harm the United States or commit immigration fraud. On day one, the Trump Administration began to prioritize the adequate vetting of aliens seeking visas to enter the United States. While the Trump Administration is taking steps to restore integrity to the system, Congress must do its part to reform visa programs to ensure that they work for those for whom they were intended.
During the hearing, I discussed visa overstays and how they are a threat to our national security. According to U.S. Customs and Border Protection (CBP), of the 39 million aliens who entered the U.S. pursuant to nonimmigrant visas and were scheduled to exit during FY 2023, more than 560,000 overstayed their period of admission.
Fraud and abuse are commonplace in the U.S. visa system. The Egyptian national who went on an antisemitic rampage in Boulder, CO, overstayed his visa. Khalid Sheikh Mohammed, the architect of the 9/11 attacks, said that marriage fraud is a “fantastic mechanism for terrorist operatives to acquire valid documents.” Congress must act to make the necessary statutory changes to both temporary and permanent visa programs.
