I wanted to take a moment to share with you a recap of what happened last week in Texas' 22nd District and the United States House of Representatives.

Rep. Troy E. Nehls Attends Railroads, Pipelines, and Hazardous Materials Subcommittee Hearing on "America Builds: The Role of Innovation and Technology in a Safe and Efficient Rail System"

This week, the House Transportation and Infrastructure Subcommittee on Railroads, Pipelines, and Hazardous Materials held a hearing titled "America Builds: The Role of Innovation and Technology in a Safe and Efficient Rail System." This subcommittee hearing provided members with industry insight on technologies that have the potential to transform freight and passenger rail, ahead of Congress's consideration of legislation reauthorizing surface transportation programs and agencies.


During the hearing, I discussed H.R. 2515, the American Tank Car Modernization Act of 2025, bipartisan legislation I introduced alongside my colleague, Congressman Seth Moulton. My bill directs the Federal Railroad Administration to establish a grant program for railcar owners to purchase and install telematics devices. The installation of telematics systems enables freight railcar owners to have near real-time visibility of a freight railcar's location and its asset health. Further, telematics significantly enhances the safety of our rail network and creates greater maintenance efficiencies by providing real-time information for railcar owners and shippers alike.


Our nation's rail system is complex, inconsistent, and can be more costly than other modes of transportation. My goal is for freight rail to be used by passengers more, not less. I believe having telematics on railcars is the answer.


In the hearing, I encouraged my colleagues on the subcommittee to support my bill and take a proactive step toward a safer and more reliable freight rail network.

Rep. Troy E. Nehls Votes to Advance Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2025

This week, the United States House of Representatives passed H.R. 3944, the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2026, which provides Fiscal Year (FY) 2026 funding for military construction, the Veterans Administration (VA), and related agencies that honor our commitment to Veterans and servicemembers, invests in critical military construction, and supports a strong national security.


This bill supports our servicemembers, Veterans, and national defense, while cutting waste and ensuring taxpayer dollars are spent wisely.


Specifically, H.R. 3944 funds military construction, strengthens our national defense, and makes investments in military housing to improve the quality of life of our military families. This bill reinforces President Donald J. Trump's executive orders that cut DEI and "gender-affirming care" at the VA. Additionally, this bill fully funds Veterans' healthcare, benefits, and VA programs and preserves Veterans' Second Amendment rights by prohibiting the VA from sending Veterans' information to the Federal Bureau of Investigation without due process.


I proudly voted "YES" to pass this bill. This is the first appropriation bill of twelve that Congress must pass to fund the federal government. Let's get to work.

Rep. Troy E. Nehls Votes "YES" to Pass Resolution Condemning June 2025 Riots in Los Angeles

Over the past few weeks, we have all witnessed the violent, deranged riots in Los Angeles, California, protesting the deportation of illegal aliens.


These "peaceful protestors" set cars on fire, vandalized L.A. businesses, and assaulted law enforcement officers.


What we've seen happen in L.A. isn't a protest, it's a destructive riot. The Trump Administration is upholding law and order and is rightfully getting illegal aliens out of our country. Our nation's brave U.S. Immigration and Customs Enforcement (ICE) officers put their lives on the line every day to make America safer.


This week, I proudly voted "YES" to pass H.Res.516, a resolution that condemns the violent riots that have taken place in Los Angeles, California, in June of 2025, calls on local and state officials to work with the federal government to restore peace, and expresses gratitude to law enforcement officers and ICE agents for keeping our communities safe.


The violation of our nation's federal immigration laws will not be tolerated. I stand with our nation's law enforcement officers, including ICE, and strongly condemn the madness we've seen unfold in L.A.

Rep. Troy E. Nehls Attends House Transportation and Infrastructure Committee Markup

This week, the House Transportation and Infrastructure Committee held a markup to advance H.R. 3898, the Promoting Efficient Review for Modern Infrastructure Today (PERMIT) Act. This legislation cuts red tape, streamlines reviews, and provides greater regulatory certainty under the Clean Water Act (CWA) permitting process. Specifically, the provisions included in this combined legislation provide targeted, common-sense reforms that will strengthen the permitting process for permit seekers and holders, while providing clearer instructions and standards for permitting agencies.


It's important to note the PERMIT Act doesn't roll back the CWA; it simply overhauls the permitting process of the CWA and reduces burdens on those seeking permits.

Rep. Troy E. Nehls Votes "YES" to Condemn the Attacks on Minnesota Lawmakers and Calling for Unity and the Rejection of Political Violence Across the U.S.

On Saturday, June 14, 2025, an assassin in Minnesota ambushed Minnesota State Senator John Huffman and his wife in their home while defending their daughter. Both were shot multiple times. Later on Saturday, that same assassin broke into the residence of Melissa Hortman and murdered her husband, Mark. Melissa was the 61st Speaker of the Minnesota House of Representatives.


This week, I voted "YES" to pass H.Res.519, a resolution condemning the attacks on the Minnesota lawmakers and their families. Political violence has no place in our country.

Rep. Troy E. Nehls Pens Op-Ed for the Washington Times: Unleash American Innovation: Lift the ban on supersonic flight

I penned an op-ed in The Washington Times, applauding President Donald J. Trump’s executive order that ensures the United States is the world’s leader in supersonic aviation. In the piece, I highlight my bipartisan, bicameral bill, the Supersonic Aviation Modernization (SAM) Act, which, if enacted into law, would direct the Federal Aviation Administration (FAA) to issue or revise regulations, within one year of enactment, to allow for the operation of civil aviation aircraft to operate at speeds of Mach 1 or higher without requiring special authorization, so long as no sonic boom reaches the ground.

The Department of State is continuously planning for contingencies to assist with private U.S. citizens’ departure from Israel. Do not wait for U.S. government assistance to depart. U.S. citizens who are able to depart on their own should do so. We will alert U.S. citizens if there is additional information to share regarding departure options. Department of State: Update on Passport Processing Times

My District Office team provides valuable assistance to constituents navigating the U.S. passport application process, especially for those facing urgent travel needs. While the office does not process passports directly, it can intervene on behalf of constituents to expedite applications through the U.S. State Department. This support is particularly beneficial for individuals with imminent international travel plans or emergencies requiring swift passport issuance.

 

As of June 2025, the U.S. Department of State estimates the following processing times: 

  • Routine Service: Approximately 4 to 6 weeks. 
  • Expedited Service: Approximately 2 to 3 weeks, with an additional fee of $60. 

 

Constituents seeking assistance should contact my Fulshear District Office with their passport application details and proof of travel plans. The office will coordinate with the appropriate federal agencies to facilitate the expedited processing of their passport applications. Rep. Troy E. Nehls Announces the 2025 Congressional App Challenge

I am pleased to announce that my office is hosting a 2025 Congressional App Challenge. The Congressional App Challenge (CAC) is a competition designed to encourage student participation in computer science and coding. Students are encouraged to register online and submit their app by October 30, 2025.


Officially launched by the U.S. House of Representatives in 2015, this nationwide effort allows students to compete against their peers by creating an application (also known as an “app”) for desktop/PC, web, tablet, mobile, raspberry Pi or other devices. We accept any programming language, such as C, C++, Java, JavaScript, Python, Ruby, or "block code." The Challenge is designed to promote innovation and engagement in computer science.


The Congressional App Challenge is open to all middle and high school students in the 22nd Congressional District of Texas. Students entering the competition must submit their app to CongressionalAppChallenge.us during the Competition Submission Period, which ends October 20, 2025, at 12:00 P.M. Eastern Time.


The winner from the 22nd Congressional District, chosen by a panel of expert judges, will be featured on CongressionalAppChallenge.us. The winning app will also be eligible to be on display in the U.S. Capitol, honoring the winners from across the country.
