Food Assistance for Individuals Affected by Power Outages in Adams County, Pennsylvania:

The Pennsylvania Department of Human Services (DHS) encourages Adams County residents receiving Supplemental Nutrition Assistance Program (SNAP) benefits to apply for replacement SNAP benefits if their food spoiled due to the recent extended power outage. 

How to Request Replacement SNAP Benefits:

  • Contact the Adams County Assistance Office: Requests can be made immediately in person or by phone.

  • In-person: Visit the office at 225 S. Franklin St., Gettysburg, PA.

  • Phone: Call the toll-free number at 1-800-638-6816.

  • Statewide Customer Service Center: Call 1-877-395-8930.

  • Complete a Replacement Affidavit: This form details the amount of food lost.

  • Online: Upload the completed affidavit to COMPASS or the my COMPASS PA mobile app.

  • In-person: Forms are available at the County Assistance Offices.

  • Submit Within 10 Days: It is recommended to submit the affidavit as soon as possible after the disaster to initiate the replacement process.

  • Note: DHS is requesting a waiver to potentially extend this deadline due to the extensive nature of the outages and damages.

Several food pantries and kitchens in Adams County can also provide assistance during a power outage or other emergencies: 

  • SCCAP Gettysburg Pantry: 153 N. Stratton St. (rear of building), Gettysburg, PA. Open Mon, Wed, Thurs, 9am-3:30pm (closed 12pm-1pm). Call 717-334-7634 x1121.

  • New Hope Ministries: Has locations and mobile pantries throughout Adams County.

  • Littlestown Pantry: 1113 Frederick Pike, Littlestown, PA. Call 717-848-0885.

  • Gettysburg Community Soup Kitchen: 22 W. High St., Gettysburg, PA. Provides a hot midday meal Monday-Saturday, 11:30am-12:30pm. Call 717-334-2773.

  • The Gleaning Project Produce Stand: Located at SCCAP, 153 N. Stratton St. (rear of building), Gettysburg, PA. Provides fresh fruits and vegetables at no cost.

  • GBC Church - Drive-Thru Food Giveaway: 95 Fairview Rd., Gettysburg, PA.

  • Memorial Baptist Church Food Ministry: 1096 Biglerville Rd., Gettysburg, PA. Provides food on the 3rd Saturday of the month.

  • Adams County Food Policy Council: Provides a directory of food pantries and soup kitchens.

  • Adams County Farmer's Market: Offers food access programs, including SNAP/EBT double dollars and FMNP matching.

  • Project Helping Hand (PHH): A program to help Adams Electric Cooperative members in need pay their electric bills. Call 1-800-726-2324.

  • The Food Bank offers emergency food assistance to residents in need, regardless of whether or not you are currently enrolled in county assistance programs. They can help with food baskets and provide guidance on next steps.

2. United Way of Adams County

  • United Way offers resources to help with emergency needs, including food assistance. They also have a comprehensive list of local services and organizations that can assist during this crisis.

3. Salvation Army of Gettysburg

  • The Salvation Army is providing emergency food and supplies to local residents. They may be able to assist with food boxes or meal distribution.

  • PA 211 is a statewide service that connects you to local assistance programs, including food replacement programs. They can connect you to resources even if you are not currently receiving county assistance.
