Legislative Update
Good afternoon,
This is the second week in a row where adverse weather continues to impact our area. Fortunately, I have not heard of any injuries. Thank you to our public safety professionals and storm spotters for their great work! Their warnings are essential to our safety!

Grand Opening of the Olmsted Medical Center in Owatonna
Jeanne and I had the opportunity to attend the ribbon cutting and tour of the Olmsted Medical Center on Monday. This event is the culmination of several years of planning, construction, and good hard work! The facility is immaculate and will serve our community very well! In addition, the new municipal parking lot is just across the street which significantly improves access to the facility too. During our visit, Jeanne and I met many of the new medical providers and we are looking forward to seeing the Olmsted Medical Center continue to grow.

Medford City Council meeting
I had the opportunity to attend the Medford City Council meeting on Monday night. Among the various agenda items discussed are the upcoming annual budget planning meetings for all our local elected officials and citizens. Thus, it was a great opportunity for me to discuss some of the tax implications of the bills passed in the State of Minnesota’s 2026-2027 budget. A very important aspect of the budget and tax bills is the preservation of Local Government Aid (LGA). We succeeded! LGA was not cut in the future budget years. As a little of background, LGA is State of Minnesota funding distributed to our local governments as general-purpose aid that can be used for any lawful expenditure. Your greater Minnesota legislators continue to fight for this aid as it helps level the playing field for smaller communities compared to our larger cities with a higher population density and stronger property tax base. Bottomline: The preservation of LGA for our local communities helps preserve our local services while providing local property tax relief.

Steele-Waseca Cooperative Electric board meeting
Yesterday, I had the opportunity to attend the monthly Steele-Waseca Cooperative Electric board meeting. For me, this is a great opportunity to discuss, in detail, some of the Energy Committee work that I participated in during our recent legislative year. From an energy-focused legislative perspective, there are no new mandates impacting our Minnesota electric cooperatives. In addition, I received a great comment for next year. From the perspective of the Directors, it appears that many of our elected officials from the metro-area do not understand the difference between an Xcel Energy-type of electric utility and a rural cooperative utility like Steele-Waseca Cooperative Electric. Thus, we will put together an informational presentation for the House Energy committee to explain the differences.

Coffee with Tom
This monthly event is an important opportunity for me to meet many of you in your community. We try to schedule these events over the noon-hour to allow you to attend during your lunch break. However, June and July have been very difficult to schedule due to our holidays or other legislative requirements.
Thus, we are taking a bit of a summer vacation in July as our Coffee with Tom in Owatonna would fall on the Fourth of July, in Waseca during the Waseca County Fair, and due to a scheduling conflict at the end of July in Medford.
I will provide more updates as we coordinate schedules in August and September as I will have some legislative travel coming up during those months too.
